BLACK SEA WRECKS

An animated debate is proceeding in the Douma relative to an address of loyalty to the Throne. Members of the Left, except the Socialists, who absented themselves, urged that the constitution ought to be mentioned in the address. Members of the Eight insisted upon the inclusion of the word I “ autocracy.” Octobrist speakers recognised the existence of the constitution, and considered it unnecessary to introduce the word in the address, since the Czar had not used it in his speech from the Throne. MOROCCO. The Commandant at Ugda reports that a force reconnoitring in the Kiss region encountered 1500 Arabs, and the French weie compelled to retreat after they sustained eight casualties. A SERIOUS OUTBREAK. Serious trouble occurred at Ababa? liki, Lagos, a British officer being killed and 30 native soldiers killed or wounded. The compulsory employ*ment of natives in roadmaking caused the outbreak. PROBLEM OP THE CENTURY. Herr Scheidmann, a Socialist in the German Eeiehstag, complained that the average cost of living had increased during a decade per cent. Wheat hud risen 45 per cent, in six years, and flour 34 per cent, since last year, while beef has risen 36 per cent, and mutton 50 per cent, during the last decade. The upward movement was alarming the workers. Herr bcheidemann urged the removal of duties on imported corn, and relaxation of the stringent regulations in connection with the importation of foreign meat. The Minister for the Interior replied that higher wages caused increased consumption of all commodities and a general improvement in the standard of life. The amount of meat now consumed had nearly risen to the British level, The prices of live stock, he said, had recently declined, only the butchers had not made a corresponding reduction. International factors largely regulated the price of corn. It was absurd to speak of famine prices. Even a temporary suspension of the corn duties was out of the question, as it would only benefit speculators and middlemen. THE RUSSIAN NAVY. The Russian Government has de-» cided to purchase from Vickers, Son and Maxim, for £400,000, the plans of two 20,i)00-ton battleships, which will be built in Russian yards. The money is to be forfeited if the speed is below 21 knots? THE"FRENCH NAVY. M, Chaumet, who was appointed to report on the French naval estimates, reports that a complete organic reformation of the navy is imperative. Ho recommends the appointment of an extra Parliamentary Commission, chiefly consisting of admirals, to i prepare a plan of re-organisation, which will form the bagia of the Government measure, U.B. FINANCIAL P<INIC. John Jenkins, president of the suspended Jenkins Tiusfc, has been arrested on a charge of forgery.
