Napier 24 March 1864. Sir, From information lately received and to which I did not at first attach so much importance until I communicated with some of the Native chiefs I find that it is fully intended by certain sections of disaffected Natives in this Province in conjunction with the Waikatos to make an attack upon the out settlements of Napier. The principle chiefs of the district openly admit that such is the intention. I hear that Te Teira of Tangoio wished to give warning to the Europeans in his vicinity to remove before such an event occurred he was urged by others not to give any notice as part of plan of attack would be to cut off the Europeans in detail not sparing women or children, or persons of their own race suspected of taking part with the Europeans. ... It is quite evident that as the Natives are driven from their strong holds and cultivations on the Waipa that they will fall back upon those parts from which supplies can be most easily obtained. ... The exposed and de. pos. of the P. induced me to earnestly urge upon the Govt. the necessity of taking steps for the better protection of the inhabitants by affording additional military support. ...
