Dear Sir, I send you a sketch of an address relative to the establishment of British Law and the settlement of the land question at Taranaki, which latter subject in necessarily involved in the former. I have tried to shew this connection and to indicate briefly your position with respect to the Waitara Block. I think after all that has occurred any separate investigation of the to the Waitara Block is very in-expedient. It is true that such an investigation could he perfectly consistent with our real position, but it would not be consistent with that position as represented by our political enemies and would be apt to be considered as a recession. What I have drafted says nothing about compensation for losses, and does not deal with the Waikato question. I remain dear sir Yours truly C.W. Richmond. Sunday morning.
