Port Napier 16th, June 1859 My dear Curling, I enclose for your information, the papers you referred to Auckland, in the case Karaitiana versus Muru. I find that the Attorney General has not supplied any opinion to guide your decision in the case. I shall be glad, at any time you appoint, to meet you, and see if we cannot devise some remedy. I have drawn up a rough draft of regulations for the future, that may he referred to the Governor and his Executive, to give them legal effect under the Native Districts Regulation Act. I wish you would offer any suggestions you may have to make, with reference to them. I confess that it is difficult to make such limitations as will prevent squatting on a large scale.
