My dear Sir I have been thinking of writing to you for some time about these compensation courts. I mentioned to Richmond, by letter, I wrote to Parris, and talked to Mackay over again that the natives should have their awards secured both in land and money. It appears to me quite a farce on legislature to form compensation courts, settle the business on paper only and not give them even what the Govt. promised, or the court awarded. This is clearly wrong, and is not common justice. And what a handle it gives to our enemies the Hauhaus who say, What have you got by going to their court? Nothing. Come with us and will give you N. Z. It will likely be said that the awards are not made out, and the blame will be laid to me. Never mind that. I have been and am prepared to issue them at any time, but if the land be not surveyed I might as well give them an order on the moon for all the benefit it is to them. I know whom I am writing to and I know that this letter will be destroyed at once when received as it would not be for my benefit that a judge of the Court should write so to a M. H. R.
