Wairoa March 23rd /65 Dear Sir I arrived last night at the Wairoa having concluded the Nuhaka purchase. I send my men to Turiroa today, but I intend to stay here for a day or so myself to arrange matters with the Natives about a Pa. I shall call on Mr. Deighton as soon as it is day - Ihaka Waanga is with me Tamihana and I believe Matenga will be here during the day. The latter The young men appear to be nearly all secretly inclined to the new sect I have received many warnings along the coast to that effect I know but very few indeed that I could trust with safety, Ihaka has got an ee on them all I believe that the arrangement made at Nuhaka viz. the retaining the £1100 in hand till next year will to an extent keep those people in check. They will try every means in their power to get the money from the Govt. Since writing the last letter I have seen Tangihaere again he came over to Nuhaka to see me, he states that he is quite willing to well Wangawehi but he would like to have the Oraka dispute settled first I believe myself that that is the principal thing in the way just now, If possible that purchase ought to be concluded I think - for the safety and welfare of this district the Mania, Nuhaka, and Wangawehi ought to be settled with Govt. immigrants or Military settlers, the Wairoa with little management will take care of itself - The Turanga people for all their pretended loyalty are secretly followers of the new sect and are quite willing to help them. It is the Turanga people who are continually keeping the Nukutamoa people in a state of excitement The mail leaves at eight A.M. so I have no time to collect information here but I will write again by the first opportunity, hoping that you are recovering - I remain, Dear Sir, S. Locke To His Hon. D. McLean
