Napier February 3rd. 1872 My dear Sir, I think on consideration that Duty ought to be paid on your agreement with Tareha and so will assess the amount when I receive the document itself. The receipt for the money must be endorsed on the agreement by Mr. Tabuteau when it is paid to him. However Mr. Kinross knows how to make the payment. After the money is paid I will get Mr. Kinross to re-register the document and then your title will be as complete as it can be. When Tareha signs a conveyance of the Interest you will be credited with the Duty paid on the agreement. The "Herald" has published most of the evidance before the Committee on Council paper 97 bearing on the Messrs. Russell's transactions. The general impression seems to be that Mr. Ormond has not got enough credit for bringing matters to light. Mr. Wilson has been very sore about the Report of the Committee and has been silently sulky on the subject ever since our return from Wellington. I have drafted the Regulations for Trust Commrs. and the Rules of practice before Commrs. under the Frauds act. I am asking Mr. Sealy for his opinion before submitting them to you.
