Wellington, 29 March, '71. Dear Maclean, There is trouble again at the Manawatu - you will receive official papers. Mr. Macdonald and his voters have obstructed the survey of the Reserves. Fox will write to you with his opinion as to what should be done - I can only offer suggestions - you must decide. I think that the Government have made concessions to the extreme verge, and we must maintain the action taken by you. It will never do to allow a lawless person like Macdonald to throw the country into confusion. We may proceed against him under the Trigometrical Survey Act 1868 - or we may (such at least is my opinion) proceed against him by indictment. We are very anxious that you should return as soon as possible. There is nothing else of a special kind. We have stopped Telegraph works north of Patea at Ponui's suggestion.
