Wellington, 1 Decr, 1852. Sir, I have the honor to report to you for the information of His Excellency the Governor in Chief that several persons residing at te Wairoa, Table Cape, and other parts of Hawkes Bay, expressed a wish when I visited that neighbourhood last year to become purchasers of land in small blocks of from ten to fifty acres on the right bank of the Mohaka river. This land could be laid off in blocks to suit purchasers as at a comparatively moderate outlay in surveying by generally adopting the natural features of the country as boundaries. The class of persons who are anxious to settle on the Mohaka are chiefly whalers who would cultivate the land when not engaged sperm fishing. These men are often found scattered throughout the different native villages in Hawkes Bay, many of them without any fixed residence or interest in the Colony beyond the few months they are employed fishing. The whaling at Hawkes Bay is a branch of industry which well deserves the consideration and encouragement of the Government and I believe the condition and conduct of the enterprising class of men employed in it would be much Improved by facilitating their occupation of land either by lease or purchase from the Crown.
