Gisborne, 30th May, 1870 Dear Westrup, If any Natives should come in after Rakuroa let them remain at Rahuruhi's who will be responsible for them, and who will take charge of their arms until called for by the Government. I expect that a considerable number of Natives will come into the Poverty district this winter - Every encouragement should be given to them to do so - You should obtain as much information as possible of Te Kooti's movements on plans, through the natives who surrender.
