Colonial Secretary's Office Auckland 17th Nov. 1856 Sir, The Provincial Government of New Plymouth having declined to continue its contribution to the maintainence of the Native policemen there, I am directed by His Excellency's Government to inform you that it is their wish that you should obtain the services of the two discharged men, or of some other two fit persons of the Native race as Messengers of your Department. It is desirable that the men should remain, as at present, constables of the Armed Police Force, and in order to give you the due legal controul over them His Excellency the Governor has been pleased to appoint you Inspector of Police. As the men will not be called upon for night duty His Excellency's Government consider that their pay should be considerably below that of the Provincial Police Force. Bearing this in mind, you are authorized provisionally to give the remuneration of the men engaged by you.
