Turanga Aug. 22, 1863 Dear Sir I take the liberty of writing to you, because I think that in these times it is necessary that, those who are in authority under Government, should be kept informed as far as possible, respecting the state and disposition of the natives in other localities. You will have gathered from Anaru Matete, who was lately at Napier, that there is a good feeling among the natives at this place. At the large meeting which was held here in April, when there was a large deputation from Waikato, there was a strong effort made by that party to draw over all others to their way of thinking; but there was no encouragement given to them. The principle which Rongowhakaata put forth was this, That without joining the Government, that is, without receiving the Governors system of Magistrates, they wished to keep on the best terms with the Government, and with the settlers, but that they would take no part in the disturbances on the other side of the island. That principle I believe they firmly adhere to. In order to carry this out they have taken steps at a Runanga which is now met together, to redress certain grievances, which some of the settlers here have had to complain of. A letter has arrived from Waiapu, written since Mr.Baker left, which states and a party of the disaffected there under Hoera Tamatatai are off to Waikato in the face of opposition from the leading chiefs. Their number is said to be about forty, but if they proceed to Waikato, they will no doubt meet with a reception which they will not approve of. I remain Dear Sir Most truly yours William Waiapu Donald McLean Esq. Superintendent Napier
