Napier, 7th Sept., 65. My dear Sir George, I enclose a letter from Capt. Hope from H's Bay. The present state of affairs at the E. C. renders it necessary that every aid should be given to the friendly N's. I feel sure that will be the most speedy and certain mode of terminating present hostilities. War is now commenced at H's Bay Waiapu te Mawhai, Tologa B. and an outbreak at P.B. may occur at any moment. Reins. sent to those places would ensure the cooptn. of a great many waverers and finish the war in a much shorter time than any that has been yet undertaken. I am forwg. the copy of several Native letters to the N.M. from wh. a good deal can be gathered of the E.C. generally. A man of w. stationed for a time at H's Bay would have an excellent effect and I should be glad if you would authorize me the sending of a detact. of 100 troops to P.B. or any other outstation where a sudden emergency is likely to arise.
