Napier 2nd Nov. 1862 Dear MacLean As I hear you are expected here and I am obliged to go to Mahia I write to say that Hapuku is reported to me as having committed a gross outrage upon one of T. Chapman's men at Pokawa - assaulting the man - stopping the road - taking possession of his Horse and Cart and keeping them for two days, etc. - As I feel sure he would not obey a summons and would most likely resist the enforcement I think it unwise to take that line without knowing more than I do at this moment of the state of affairs in other parts of the Colony - As however I know he hopes to receive money from you and is pretty sure to hasten in upon your arrival I should be glad if you would show him no countenance until he has made amends for this gross conduct. Whilst calling himself a Queens man he commits acts that the King men would not dream of - I have requested Cooper to look into the matter and report to me for the Governors information - He will tell you how the case stands - I have written to Hapuku on the subject through Cooper - I hope to be back about the 25th Inst. Yours very truly A. H. Russell
