In addition to these successes, 2 passed for Diploma of Honours, 3,842 candidates passed sections of the examinations for degrees or for admission to professions; 228 gained certificates of proficiency. There were 271 candidates (including bursary candidates) for the Entrance Scholarship Examination, 34* gaining scholarships, 78f others passing the examination with credit, and 24 qualifying for matriculation. The number of candidates for the University Entrance examination was 4,023, of whom 2,453 passed the examination.

In compliance with section 22 of the New Zealand University Act, 1926, the following report is presented to the Hon. the Minister of Education as to the proceedings of the University during the past year. Ihe Entrance Board met on luesday, 23rd August, 1938. The Board dealt with amendments to prescriptions, particularly in the subjects arithmetic and geography. The Board sent up, and the Senate later approved, a scheme for introducing segrotat passes in the Entrance Examination. The Academic Board met on Wednesday, 26th October, 1938. Changes in various prescriptions were dealt with, expecially in regard to education and geography. A revised course for the Degree of Bachelor of Commerce was submitted to the Senate, but was not accepted. The Board approved a recommendation that the examinations at Stage I, 8.A., and B.Sc,, be in future handed over, with certain to the Professorial Boards in the colleges. The Otago representatives were constituted a committee to draw up a detailed scheme for the change. A special committee was also set up to consider and report upon the matter of a course in physical education. The Board nominated to the Senate the panel of examiners for 1939. The Senate met in the Provincial Council Chambers, Christchurch, on Thursday, 2nd February, 1939, when the Chancellor, Dr. the Hon. J. A. Hanan, delivered an address, and welcomed the new members of Senate, Mrs. W. N. Benson and Mr. A. 11. Johnstone. The Chancellor also made reference to the loss of the valued services of Mr. T. U. Wells. The Senate again considered the position as to the small financial margin within which the withdrawal for some years of the Government grant had forced it to work. In view of the position, and the fact that certain " cuts " in examiners' fees, scholarships, &c., were still not restored, it was resolved that the Hon. the Minister of Education be asked to approve a statute authorizing an increase of 2s. in each half guinea in all examination fees other than those for the Entrance Examinations. Admission ad eundem stat'u/m as matriculated students was approved in sixteen cases, and ad eundem gradum in six. The Senate received a deputation from the churches in the matter of degress in theology. After debate it was resolved that the Executive Committee be empowered to confer with, the representatives of the churches and to act in the matter of approaching the Minister of Education with a view to obtaining the necessary amendment of the University Act. Of eighteen bills submitted to the Senate, eleven were passed as presented, four were passed after amendment, and three were referred back for further consideration. • ~P n re P a special committee the Senate adopted recommendations that the Diploma m . The Senate adjourned, to meet next in Wellington on Thursday, 11th January, 1940.

In pursuance of the provisions of the Auckland University College Act, 1882, the Council has the honour to make the following report for the year 1938 :—• Council. —After having served as a member of Council for the past twenty-eight years and as its President since 1937, Mr. H. J. D. Malion died in March, 1938, the Council placing on record its profound sense of the loss which the College suffered by his death. Mr. W. H. Cocker was elected President in his place, and Mr. G. D. Robb was elected as the graduates' new representative on Council. Mr. S. Leatham replaced Sir Henry Horton as the representative of the members of the General Assembly. Staff. —Professor Sir A. P. W. Thomas, Professor Emeritus of the College, died in January, 1938. As foundation Professor of Biology and Geology from 1883 to 1913, as member of the College Council from 1919 to 1925 and representative of the Council on Senate from 1921 to 1933, he had served the College almost continuously since its inception, and the Council placed on record its deep sense of Io3S not only to the College, but to educational organizations throughout the Dominion. In November two appointments were made to take effect from the beginning of 1939. Professor Julius Stone was appointed to the Chair of Law and Mr. L. W. A. Crawley was appointed Lecturer in Classics. Buildings. —The year 1938 saw the completion of the new Biology Block, the foundation-stone of which was laid by the Minister of Education in December, 1937. The building, which is to house the departments of botany and zoology, will be opened by tho Minister in February, 1939. Workers' Educational Association.—-Enrolments totalled 1,643, as against 1,417 in 1937. The increase was shown in both city and country students. Ten regular city tutorial classes were held, and in addition two courses for women—one in the morning and one in the evening—were conducted. The morning class was particularly successful. Several public lectures on matters of current interest were held, and these were very well attended. "With the appointment of a Tutor-Organizer for the country work, this part of the W.E.A. activities has enlarged very considerably, the number of country groups increasing, and short lecture courses being given in nine towns in addition to a number of single lectures and lectures to organizations such as the Farmer's Union, Women's Division of the Farmers' Union, Women's Institutes, Labour Party branches, &c. Considerable attention has been given to public-works camps. In addition to the lecture courses, a number of student activities have flourished in the form of clubs covering the fields of natural history, drama, music, physical education, discussions, &c. A student's club has been formed that embraces a number of activities of a cultural nature.

The Victoria University College Council presents the following report for the year 1938 : — As the records show, the year was a successful one, though the work was made more difficult by the limited accommodation. The fact that the new Biology Building has not been completed in contract time means that 1939 will liave special difficulties. The completion of the Administration Building gave some relief, but it is now clear that by the time the new buildings are in use we shall again be faced with the problem of accommodation. Particularly is this true in regard to the needs of the rapidly growing body of students who have to organize their clubs and other activities under very serious disabilities. There are now over one thousand students, and the accommodation for them consists of one large common-room for women and one small common-room for men. The gymnasium, built over thirty years ago when the student body numbered fewer than four hundred, has served its day. Its structure is such that it can be used for less than half the student body. The provision of a Student Union Building is long overdue and has now become an urgent necessity. In this respect Victoria University College is far behind the other University colleges and the technical colleges of the main centres. Even the present small space in the main building now used by students is greatly needed for library and other purposes. The yearly increase in the Government grant, approved by the Minister in accordance with the five-year plan submitted by the University Conference has enabled the College to increase the number of the junior staff as well as provide some advances in salary. The relief has been very welcome, but, with a good many classes of over one hundred each, much more is necessary to ensure even the minimum considered necessary by almost all teaching institutions. Staff. —During the year the following new appointments were made : Principal—T. A. Hunter, M.A., M.Sc. Professor of Political Science—L. M. Lipson, B.A. (Oxford), Ph.D. (Chicago). Lecturer in Philosophy—L. S. Hearnshaw, M.A. (Oxford), B.A. (London). Lecturer in Economics—J. 0. Shearer, M.A. Lecturer in Education —C. L. Bailey, M.A., vice A. E. Campbell, M.A., resigned. Lecturer in Accountancy Law—H. R. C. Wild, LL.M., vice Dr. Foden, resigned. Tutorial Classes Committee. —The following are extracts from the annual report of the Tutorial Classes Committee :— " During the present session, for the first time in its history, the Association has had two full-time Tutor-Organizers in the field. Early in the year Mr. P. Martin-Smith, M.A., LL.B., resigned his position as Tutor-Organizer in order to take up the post of Director of the Workers' Educational Association in the Auckland District, and he was replaced by Mr. A. S. Hely, who had already been appointed as an additional Tutor-Organizer. Mr. G. J. Garner, M.A., was then appointed to the position which it had originally been intended that Mr. Hely should fill. " Enrolments for the district have totalled 1,854 (classes, 868 ; discussion-course groups, 851 ; box circles, 135), as compared with 2,148 last year; (classes, 964-; discussion-course groups, 826 ; box circles, 325). In comparing the totals it should be noted that last year's city and suburban programme included thirteen short courses for which 533 students enrolled, whereas during the present session there were in the city and suburbs only three short courses with 83 enrolments. Hence the decline in enrolments is largely the result of the Committee's policy of reverting to longer courses, and is not an indication of diminishing activity. There has, it is. true, been a sharp falling-off in the figures for box circles, but this is more than offset by increased enrolments in country classes and in discussion-course groups. The work has been carried on through funds provided by the Government, by the University from the National Endowment Fund, and by the Carnegie Corporation.

" During the year Mr. Hely has kept in constant touch with the Public Works Department camps in his area, especially the three camps on the Hunterville-Taihape Road, the camps at Waiouru, Tokaanu, Tarawera, and Te Pohue, and the two forestry camps on the Rangitaiki Plains. All these camps were visited fortnightly during the winter months and the students supplied with library books. " Mr. Garner devoted much attention to the only Public Works Department camp within the North Island portion of his area (Tawatapu), where he gave a series of ten lectures on modern history and formed two discussion groups. He also visited some of the South Island camps, and formed discussion groups at Rakopi and Tiroroa. " The total enrolment for the camps is 292 (classes, 151 ; discussion groups, 141). It can therefore reasonably be claimed that the district has fulfilled its obligations with respect to the special grant of £250 made by the Government for tutorial work in the camps. " Good use has again been made of the library by both city and country students. One hundred and fifty new books (including forty-four " Pelican " books) have been purchased, and gifts of books have been made by Messrs. A. T. Macalpin, William Shannon, and G. Bryce. Part of the city library was transferred to Palmerston North early in the year, and the scheme has proved of considerable value to Mr. Hely and the students in his area."

In accordance with the provision of the Canterbury University College Act, the annual election of members took place in June, when Colonel G. J. Smith, Messrs. A. E. Flower, J. H. E. Schroder, C. T. Aschman, and W. P. Spencer were re-elected by their respective constituencies. Revenue from endowments during the past year kept fairly well up to the average of the past few years, but there is still too big a stream of reduction readjustments, which will give no opportunity at all for development work of the College. In particular, the greatly reduced rentals for some of the high-country runs and the possibility of further difficulty with these will cause very great concern to the Council in the immediate future. No further grants by the Department have been made towards buildings, so that our proposed new Library, new Geography School, and new School of Art are still so far on paper. In each case the accommodation is very far from adequate, and the numbers in each are steadily increasing. The geography department is now housed under groat difficulties in the engineering lecture-room and an adjacent room and in the lecture hall at the Public Library. A full-time Lecturer, Mr. K. Cumberland, was appointed to help Dr. Jobberns with this department. The Library is fully used and is very congested, and hence difficult to make the best use of. The Macmillan Brown department is not easily accessible in its separate position, while most departmental libraries still have to be housed in various parts of the College. During the year a Government grant enabled much-needed adjustments by way of increases to be made in salaries, as well as considerable extra assistance. The staff of Professors now amounts to fifteen, of Lecturers to fifty, and of assistants to thirteen, a total of seventy-eight. The Departments under the new appointees of last year are making solid progress. The College is again indebted to the Chamber of Commerce for a grant of £100, which is of much assistance to the economics department, and the late Mrs. Annie Overton made a bequest of £100 to the College Library in memory of her late husband, Charles Overton, and of her late step-son, Guy Stanley Overton. During the year the University Senate approved of the establishment of a Chair of Music and of the appointment of Dr. Bradshaw as Professor of Music in the University of New Zealand. In the Public Library the Council is again indebted to the City Council for grants of £250 to the reference department and £150 to the children's department. I would here like to stress the especial value that the free reading-room, the reference library, and the children's library are to the general public. Moreover, the services of Librarian and staff reach far beyond the confines of Christchurcli in many directions. The school-library scheme which was instituted during the year is running satisfactorily in conjunction with the Public Library.

In accordance with the provisions of the University of Otago Ordinance, 1869, I have the honour to report on the proceedings of the University of Otago for the year ended 31st December, 1938. The Council. —During the year the biennial election of members of the Council took place. The retiring representatives of Convocation were the Right Rev. Bishop Fitchett, who had very worthily represented the Court since 1932, but decided, much to the regret of his colleagues on the Council, not to offer himself for re-election, and Mr. J. W. Howorth, a younger graduate who during his three years of membership had done useful work. I wish to place on record the Council's high appreciation of the services of both. The newly elected representatives are Mr. H." P. Kidson, M.A. B.Sc: and Miss M. W. May, M.A. Towards the close of the year l)r. C. E. Hereus, one of the representatives of the Professorial Board, resigned his seat owing to his intended absence during the session on a visit to England and America. Dr. D. W. Carmalt Jones was elected in his stead. The term of office of Mr. G. R. Ritchie, one of the Government nominees, expired on 30th June, but a further appointment has not yet been made. The Teaching Staff.—An important step was taken during the year in relation to the staffing of the Medical School. On the emphatic advice of the Medical Faculty the Council decided that the Chair of Medicine should be a full-time position, and it accordingly approached the Government for funds to permit of the appointment of a Professor at a salary of £2,000 per annum. I wish to express the Council's high appreciation of the Government's action in acceding to this request. The position has been advertised, and An appointment will be made during the current year. An addition to the Professoriate has been made by the establishment of a Chair of Music for which the salary is provided by the Blair Bequest. This is at present a part-time position. The new Professor is Dr. V. E. Galway, who for the past thirteen years has with much success acted as Lecturer in the subject. Several other changes in the lecturing staff are referred to in the reports of the various Deans. Medical Research. —During the year a forward movement has taken place in relation to medical research. Funds for this purpose have been provided by the Medical Research Council, and it will now bo possible to extend materially the researches conducted in the School in nutrition, goitre, and hydatids. Owing to a generous grant from the Travis Trustees a research in tuberculosis will now also be undertaken. The various researches undertaken in the Medical School have now been grouped in a special department of research, which is for the present under the personal direction of the Dean. Museum. —The most important development in relation to the Museum during the year has been the appointment of a Keeper of Zoology. Mr. F. G. Gardiner Peakc, M.A. (Oxon.), who has had experience in museums in England and Australia, has been appointed to this post, and it is confidently anticipated that the zoology section will, as a result of his work, be made a much more useful and attractive display. I wish also to refer to the appointment of Mr. G. D. Anderson as Educational Officer on the Museum staff. By arranging visits to the Museum from school children and by forwarding selected exhibits to the schools Mr. Anderson is doing much to stimulate an interest among their pupils in the various studies for which the Museum provides material.

Accommodation.-—I regret that it is again necessary for me to draw attention to the need for additional accommodation. The most pressing needs are a new library building and a new department of zoology. A new Home-science Hostel is also urgently required. The Council sincerely trusts that the Government may see its way in the near future to provide for these very essential buildings. The Dean of the Home Science Faculty toured New Zealand during the year drawing public attention to the needs of the Home-science School. By this and other means the sum of approximately £2,000 is now in hand towards the cost of a new hostel. As a temporary measure, pending the erection of a new hostel, the buildings previously used for the St. Helens Maternity Hospital have been adapted as an extension of Studholme House. I wish to thank the Government for its generosity in making this building available for the purpose referred to. Finance. — I wish to thank the Government for the increased annual grant made available during the past year in accordance with the live years' scheme submitted by the Conference of Colleges, and J. sincerely trust that the scheme will be followed for the unexpired portion of that period. As a result of this increased provision the staffing of the various departments has been substantially improved. I regret to report, however, that the Council is faced with a loss in its revenue from pastoral reserves. The tenants of the Council's property at Benmore all made application to the Commission established under the Tenants and Lessees Rehabilitation Act for a reduction in their rents. As a result of the Commission's findings the annual rent of Benmore, which in 1916 £5,520, is now reduced to £2,456.

In pursuance of the provisions of the School of Agriculture Act, 1937, the Council has the honour to submit its report for the year ended 31st December, 1938 : — Capital Grants.—The year was noteworthy for the fact that the Government approved of a sum of £52 300 being placed on the Public Works Fund estimates for capital expenditure purposes, £1.7,300 being allocated to Massey Agricultural College and £35,000 to the Canterbury Agricultural College. These votes will enable some of the much-needed additions and replacements to be undertaken at the Colleges, but it is a matter of regret and concern to the Council that little progress has as yet been possible'by the Public Works Department in the carrying-out of this work. The Council also is of the opinion that if the procedure followed on this occasion is to be continued in future, under which the purposes of capital expenditure were determined by the Department of Agriculture and the work was carried out by the Public Works Department; it will be impossible for the Council to fulfil the duty imposed on it by section 14 of the School of Agriculture Act, 1937. If the Council is to control the policy of the two Agricultural Colleges it must determine the purposes for which capital sums provided by the Government are to bemused and must be able to ensure that the Board of Governors of each College works within the limits imposed by the grants. Post-qraduate Courses. —The Council has informed the Academic Board of the University of New Zealand of its opinion that provision should be made for graduates in the fundamental sciences to proceed to the Agricultural Colleges for training in specialized branches of agriculture. Such a scheme would provide a limited number of graduates with a type of training such as would prepare them lor subsequent service in research activities relating to agriculture. The Council is further ot the opinion that the implementing of such a scheme would necessitate the provision of a limited number ot postgraduate scholarships of sufficient value to attract the best type of graduate. Visitors. —Amongst those interested in agricultural education who visited the Dominion from overseas during the year were Dr. G. J. Hucker, of the Faculty of Agriculture, Cornell University, Ithaca New York, and Dr. John Hammond, of the School of Agriculture, Cambridge, who was visiting the Dominion under the direction of the Hon. Minister of Industrial and Scientific Research to report on the organization of an Animal Research Bureau in New Zealand. Both of these visitors showed a keen interest in the work being undertaken at the Agricultural Colleges. Aqricultural Division of the Research Council-The Council of Industrial and Scientific Research invited the Chairman to accept a seat on the Agricultural Division of that Council, and the Council ol the School readily agreed that the invitation should be accepted. Finance.—The Council allocated its statutory Government grant of £27,000 as follows : £15,000 to Massey Agricultural College, £9,000 with an additional amount of £2,500 for the reduction of its bank overdraft to the Canterbury Agricultural College, and £500 for current expenses m carrying out the duties of the Council. As required by the Act, reports of the Chairman of Massey Agricultural College and Canterbury Agricultural College are attached, together with the balance-sheets of the two Boards tor the year ended 31st December last, and estimates of their income and expenditure for the year ending 31st December next. The estimates of Massey Agricultural College, after providing a sum of £625 for depreciation, show a deficiency of £165 ; the adoption of these estimates is recommended. The estimates of the Canterbury Agricultural College reveal a deficiency of £911 after allowing £200 for depreciation. The deficit is partly due to a drop in the revenue derived from endowments and a fall in prices of farm products, and partly to an increase in expenditure which was not anticipated when the year's work was planned. In view of these circumstances the adoption of the estimates as presented is recommended. The accounts of the Council, duly audited, are also attached.

I have the honour to present the annual report of the Massey Agricultural College for the year 1938. Enrolment of Students.—The number of students enrolled Was 383, constituting a record, the previous highest'enrolment being 265 in 1934. The enrolment in each course was as follows : Degree, 32 ; sheep-farming (two-year course), 39 ; Dairy-farming (two-year course), Dairy Diploma, 71 ; Wool-classing, 20 ; Special, 2 ; Herd-testing 50 ; Short course in sheep-farming, 22 ; Short course in dairy-farming, 20 ; City milk course, 51 ; Refresher course for teachers, 42 ; Domestic-science course, 30. New Courses. —The following courses were offered for the first time : Short course in dairy farming City milk course, Refresher course for teachers, Domestic-science course. Scholarships.—A student of this College was successful in winning both the University awards iu agriculture —the Senior Scholarship and the Sir Jas. Wilson Prize. Past Students.—Mr. C. P. McMeekan, Assistant Lecturer in Dairying at the College, was awarded the Degree of Ph.D. by the University of Cambridge. Research. Good progress has been made with the various research projects. Grants have been made available for certain of the work by the Department of Scientific and Industrial Research, and staff has been seconded by both the Research Department and the Department of Agriculture. The work in hand is as follows : — The Inheritance of Wool Characters: Dr. Dry and Mr. J. A. Sutherland (research student). Fleece-testing : Mr. Waters and assistants. The Causes of Sterility in Rams : Mr. Webster, Mr. Reynolds, and Mr. Hutchinson. (With the aid of grants received from the Department of Scientific and Industrial Research, the New Zealand Meat Producers' Board, and the New Zealand Romney Marsh Sheep Breeders' Association.) Property.—During the year the College leased a hill country property of 1,050 acres situated eight miles from the main property. Its acquisition should be of very material benefit to our farming and teaching activities. Provision of Additional Accommodation and Equipment. —A grant ol £17,300 was approved by the Government for the provision of certain teaching-accommodation, extensions to the stall quarters in the refectory building, and farm buildings and equipment. To the end of the year, however a sum of £500 only had been made available for the more urgent works. An application was also made for a grant to cover the cost of a new dormitory building, but was declined. The lack ol this additional hostef accommodation is viewed with concern by my Board, and it is hoped that a grant will be made available in the coming year for this purpose.

I have the honour to present the fifty-eighth annual report of the Canterbury Agricultural College Board of Governors, for the year ended 31st December, 1938. Accompanying this is a report by the Director and a statement of the accounts of the College. The receipt of £11,500 through the School of Agriculture for current expenditure and for reduction of the overdraft has enabled the Board to carry on the College activities under exacting conditions of rigid economy in all departments. The programme of expenditure has left very little to meet accumulated maintenance charges, and several projected developments are hindered through lack of finance. Although the College received from Government sources £1,200 additional to that received in 1937, it has experienced a reduction in the rentals from endowments. These fell by nearly £900 on the 1937 figures and by £1,138 on the anticipated figures for the year under review. The problems associated with the farming of high-country runs will no doubt permanently affect the College rentals, and a further measure of financial support will be necessary from other sources. Towards the end of the year notice was received from the Government that an amount of £35,000 had been placed on the estimates of Public Works Department for urgent capital expenditure. Of this amount, only £849 had been expended up to the 31st December. The renovation of the main College building and the erection of a short-course students' dormitory, farm buildings, and staff cottages have been delayed through a shortage of draughtsmen on the staff of the Public Works Department. I am compelled to direct attention to the serious nature of this delay. At present students and members of the staff have to be accommodated under conditions which, by no stretch of the imagination, can be regarded as satisfactory, and equally unsatisfactory conditions prevail in connection "with many of our farming activities, particularly with dairying and slaughtering of stock. In spite of the disabilities arising from shortage of funds, the College has not only maintained the efficiency of its teaching and research, but has shown development in every department. A new departure has been the institution of a course in valuation and farm-management. The course began in the .first term with an enrolment of thirteen students, several of whom were officers of Government Departments concerned, with primary production. The Board feels that the course is meeting in an effective manner the needs of officers of several Government Departments concerned with the primary industries and of young men contemplating farming on their own behalf. In accordance with the provisions of the Canterbury Agricultural College Act, the annual election of members took place in December, when Mr. G. P. Wright was reappointed by the Mid-Canterbury A. and P. Associations for a further term of three years. Mr. C. Morgan Williams was elected in place of Mr. M. E. Lyons, and Messrs. T. 11. McCombs and C. T. Aschman were appointed to replace Messrs. H. E. Herring and W. A. Banks, who resigned. All three members who have resigned have rendered loyal and efficient service to the College, and our indebtedness to them is gratefully acknowledged. By kind permission of Canterbury University College, degrees gained at the University examinations of 1937 were conferred by Dr. J. Hight, Pro-Chancellor of the University of New Zealand. The graduates were J. R. G. Fleming, M.Agr.Sc. (Equivalent First-class Honours), and R. 1). Dick, G. E. Garrett, K. M. Harrow, and D. W. Newall, Bachelors of Agricultural Science. Finance. —The gross receipts for the year 1938 from all sources were £24,775 and the total payments were £25,507. The total amount received from Government sources was £11,699, as against £10,440 for the previous year. Rent received from endowments was £2,106, as against £2,980 in 1937. The College gratefully acknowledges the donation of gold medals from Mr. N. H. Mackie and Mr. Norton Francis, C.M.G., for award to students, and of cups for competition from several mercantile firms. The College has always enjoyed, an enviable record for the quality of its stock, and the distribution of high quality live-stock is a most important College activity. The gaining of more than a hundred awards at the three principal shows of Canterbury bears evidence that this important branch of the College activities is being maintained at a high standard. The output of improved strains of crop and pasture seeds has likewise been continued, and this year's activities have been marked by the large-scale release of the improved C.23 College cocksfoot and by the production of some 1,200 bushels of the newly developed spring wheat Tainui. The close and efficient co-operation of the Wheat Research Institute and the College has made this achievement possible. I also desire to acknowledge the helpful assistance rendered by officers of the Departments of Agriculture and Scientific and Industrial Research, and also by the University and the Council of the School of Agriculture.
