Ordered, " That a Select Committee be appointed, consisting of ten members, to whom all Local Bills shall stand referred after the first reading ; the Committee to report whether the rights and prerogatives of the Crown are in any way affected by the provisions of the Bills, and to recommend such amendments as it, may think proper, and to report, when necessary, on the merits of the Bills ; the Committee to have power to confer with any Committee appointed for a similar object by the Legislative Council: the Committee to consist of Mr. Anderson, Mr. Coulter, Mr. Herring, Mr. Kyle, Mr. Munro, Mr. Osborne, Captain Rushworth, Mr. Smith, Mr. Wright, and the Mover." —(Hon. New Plymouth Borough Council Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a local Bill ; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed without amendment. Bth October, 1937.

New Plymouth Airport Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected by clause 52, subclause (7), which provides that certain statutory requirements relating to the subdivision of land for sale, lease, or other disposition, or to the construction of roads, shall not be applicable to the land comprising the New Plymouth Aerodrome ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 20th October, 1937.

Wanganui Harbour District and Empowering Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with, with the exception of Standing Order 365, in regard to which the promoters did not deposit in the Magistrates' Court and in the office of the Wanganui Harbour Board the documents required under that Standing Order to be so deposited for public inspection ; that the rights and prerogatives of the Crown are not affected ; and that, in view of the information as to the financial aspect of the Bill contained in the preamble and in the Wanganui Harbour Board's published accounts, the Committee recommends that, notwithstanding the informality in regard to the Standing Orders referred to above, the Bill be allowed to proceed, with amendments as shown on the copy of the Bill annexed hereto. 20th October, 1937.

Borough op Ngaruawahia Empowering Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 22nd October, 1937.

Auckland Harbour Board Loan and Empowering Bill. Whangarei Airport Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected inasmuch as the Bill contemplates the acquisition for aerodrome purposes of lands now vested in the Crown ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 2nd November, 1937.

Dunedin City Empowering Bili, The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill ; that the Standing Orders have been complied with, with the exception that Standing Order 362 was only partially complied with, the copy of the Bill deposited for public inspection in the office of the Dunedin City Council having been incomplete ; that the rights and prerogatives of the Crown are not affected ; and that the honourable member in charge of the Bill having informed the Committee that he desires to withdraw the Bill, the Committee recommends that leave to withdraw it be granted him accordingly. 4th November, 1937.

Timaru Harbour Board Loan Amendment Bill. The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are not affected ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 4th November, 1937.

The Local Bills Committee, to which was referred the above-mentioned Bill, has the honour to report that it is a Local Bill; that the Standing Orders have been complied with ; that the rights and prerogatives of the Crown are affected to the extent that authority is sought under the Bill for the right to impose admission charges on more days in the year than is permissible under the general law to a reserve which is subject to the provisions of the Public Reserves, Domains, and National Parks Act 1928 ; and that the Committee recommends that the Bill be allowed to proceed, with the amendments as shown on the copy of the Bill annexed hereto. 2nd December, 1937.
