ORDERS OF REFERENCE. Extracts from the Journals of the House of Representatives. Wednesday, the 23rd Day of July, 1930. Ordered, " That a Select Committee be appointed, consisting of ten members, to consider all matters relating to school-teachers, education, and public instruction generally, public-school training of teachers, higher education, technical education, manual instruction, and such other matters affecting education as may be referred to it; to have power to call for persons and papers ; three to be a quorum : the Committee to consist of Mr. Black, Mr. Bodkin, Rev. Clyde Carr, Mr. Fraser, Mr. H. Holland, Colonel McDonald, the Hon. Mr. Stallworthy, Mr. Sykes, Mr. Young, and the mover." —(Hon. Mr. Atmore.) Thursday, the 21st Day of August, 1930. REPORTS. No. 93.—Petition of Harry John Dunn, of Hokitika. Praying for inquiry into committal of his children to the care of the Child Welfare Department, and for the restoration of his children to him. I am directed to report that, in view of the changed conditions which have arisen since the petition was presented, and after full inquiry into all the circumstances, the Committee has no recommendation to make. 27th August, 1930.

No. 47. —Petition of Alexander Murray Cowan, of Ramarama. Praying for an allowance or pension for services rendered as a school-teacher at Niue. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration. 27th August, 1930.

No. 96. —Petition of J. Connor, of Cambridge. Praying for payment of salary in lieu of leave of absence on resigning from the Education Department. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration. 27th August, 1930.

No. 110. —Petition of Sarah Archey, of St. Albans, Christchurch. Praying that she be granted superannuation allowance by payment of fifteen months' contributions, being the difference between her retirement from the Education Department and the age necessary for receiving a pension. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration. 11th September, 1930.

No. 8. —Petition of Joseph McLauchlan, of Clayburn Road, Glen Eden, Auckland. Praying for superannuation as an ex school-teacher. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for most favourable consideration. 11th September, 1930.

No. 140. —Petition of Arthur Hunnibell, of 115 Opawa Road, Christchurch. Praying for the right to become a contributor to the Teachers' Superannuation Fund. I am directed to report that in the opinion of the Committee, in view of the Government's expressed intention to investigate the condition of the Public Service Superannuation Fund, the petition should be referred to the Government for favourable consideration. 29th September, 1930.

No. 165.—Petition of V. J. Gamble, of Christchurch, and 9 Others. Praying that they be allowed to join the Teachers' Superannuation Fund. I am directed to report that in the opinion of the Committee, in view of the Government's expressed intention to investigate the condition of the Public Service Superannuation Fund, the petition should be referred to the Government for favourable consideration. 29th September, 1930.

No. 127. —Petition of J. A. Thomson, of Christchurch. Praying for compensation for loss of his wife and financial loss incurred consequent on the influenza epidemic. I am directed to report that the Committee has no recommendation to make. 29th September, 1930.

No. 179. —Petition of Margaret Warner, of Lower Hutt. Praying for redress for loss of position in the Education Department. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for consideration by the Special Committee set up to deal with the whole question of superannuation ; and that the Committee urges that, in view of the large number of cases in all Departments of the Public Service already referred to the Government, the Special Committee be instructed by the Government to meet at an early date. Bth October, 1930.

New Zealand Institute op Architects Amendment Bill. The Education Committee, to which was referred the above-mentioned Bill, has the honour to report that it has carefully considered the said Bill, and recommends that the Bill be allowed to proceed, with amendment as shown on the copy of the Bill attached hereto. Bth October, 1930.

Special Report. I have the honour to report that the Education Committee desires to record its hearty appreciation of the able and tactful manner in which the Chairman, Colonel McDonald, has controlled the business of the Committee during the session. It further desires that this resolution shall be recorded on the minutes of the Committee and reported to the House. H. Holland, 15th October, 1930. Member of Committee.

Special Report. I have the honour to report that the Education Committee desires to record its satisfaction at the efficiency and courtesy shown by the Clerk, Mr. M. S. Pasley, in the discharge of his various duties during the session ; and it also desires that this resolution shall be recorded on the minutes of the Committee and be reported to the House. 15th October, 1930.

Final Report. I have the honour to report that the Education Committee, consisting of ten members, has held nine meetings during the session, with an average attendance of six members. The New Zealand Architects Amendment Bill was fully considered by the Committee and duly reported to the House. Nine petitions were also considered and reported upon. 15th October, 1930. T. W.
