Session 11. 1912. NEW ZEALAND.

FRIENDLY SOCIETIES AND TRADE-UNIONS. THIRTY-FIFTH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDING 31st DECEMBER, 1911.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Section 9, and the Trade-unions Act, 1908, Section 16.

The Registrar of Friendly Societies to the Hon. the Minister. Sir,— I have the honour to submit herewith, in accordance with the Act, the annual report of this Office for the year ended 31st December, 1911. I have, &c, Robt. E. Hayes, Registrar of Friendly Societies. Wellington, 20th June, 1912.

INTRODUCTION. The past year has been a satisfactory one for societies, taking into consideration the increase in branches and in membership. There were 49 new lodges opened, the greatest number for any year on record. The Independent Order of Rechabites holds first place for activity in this respect as compared with the other societies, and its superiority has been evident for the last two years. The success of this society would appear to be contemporaneous with the general advance of total-abstinence principles. The net returned membership of all societies (71,771) shows an increase of 3-67 per cent. —slightly ahead of last year's rate, 3-29. The Rechabites' order also leads with the highest percentage of increase in membership. The gross funds of these societies increased during the year by £91,964, and reached the total sum of £1,441,333, representing an average capital per head equal to £20 Is. Bd., the Manchester Unity Independent Order of Odd Fellows holding the highest amount per member. The interest earned on the capital moneys of the benefit funds amounted to £59,599, equal to a rate over all societies of 4-90 per cent. These general facts indicate the steady progress of the societies, which are still able to maintain their pre-eminent position as the popular insurance establishment for the industrial population. REGISTRATION OF SOCIETIES AND BRANCHES. There were registered during the past year 49 new societies and branches, distributed among the various orders as follows : M.U.1.0.0.F., 5 lodges ; 1.0.0. F., 6 lodges ; A.0.F., 6 courts ; U.A.0.D., 11 lodges; 1.0. R., 11 tents; H.A.C.8.5., 4 branches; isolated friendly societies, 5; special authorized societies, 1. The registration of the following was cancelled by dissolution : A.O.F.—Pride of Awarua (United Otago District). The registration of the following was cancelled at its request: I.O.R.—Sir Wilfred Lawson Tent (New Zealand Central District).

CONVERSION. The following conversion was registered : — M.U.I.O.O.F.—North Westland District to a branch of the New Zealand Branch M.U.1.0.0.F. ANNUAL RETURNS. The Friendly Societies Act provides that every society and branch shall, before the 31st March in each year, send to the Registrar a general statement (called the " Annual Return ") of the income and expenditure, and of the funds and effects of the society or branch for the preceding year terminating on the 31st December. The number of these returns reaching me in time for inclusion in the tables appended hereto was greater than for any previous year, and the secretaries generally are entitled to great credit for the satisfactory performance of their statutory duties in this respect. In some instances where the Office is experiencing difficulties in obtaining these returns prosecutions under the Act have, after repeated warnings, reluctantly been decided upon, and these cases are now in the hands of the Crown Law Officers for action against the delinquent officials. AUDITING AND SECURITIES. It is my duty to refer again to the unsatisfactory audit arrangements of the societies, one of the weakest points in friendly society management. The subject is brought forward this year in the belief that no matter how forcibly the results of inefficient auditing.are brought home to societies by monetary losses, the measures taken by them to prevent a recurrence are, as a rule, of quite a temporary nature, and the necessity for real reform is quickly forgotten and lost sight of. The auditing in the bulk of the societies is conducted by men whose training and occupations, however useful for general administration purposes, totally unfit them for the special work of auditing, and if we add to these the auditors who formally sign the balance-sheet —and, in a case now before me, even a blank form, leaving the secretary to fill in his own figures—it is obvious that there is some very faulty auditing in friendly societies. On the average not more than about thirty out of the six hundred odd friendly societies' annual balance-sheets are examined by auditors appointed under the FriendlySocieties Act, a state of affairs that roughly indicates the scant use made of the present legal provisions for the adequate protection of their funds. I am aware that in many societies there are members who are capable of conducting a simple audit, but it is very doubtful whether such members are always selected ; and, in any case, the finances of a great number of societies are such that independent and competent auditing is absolutely necessary for the proper security of members' interests. Apart from the general audit, I am convinced that many auditors fail to realize the nature of the certificate they sign at the foot of the statutory balance-sheet form, wherein they declare that they have " examined the securities." If, as I have seen, reputable auditors are careless in certifying to securities they have not seen, what is to be expected where the auditors are unskilled men, who would probably be unable to detect a false security or who have little or no conception of such a document ? The average amateur auditor, moreover, is reluctant to call for the production of all securities, for the reason that such a demand in many cases would be regarded as officious and unnecessary, and would be strongly resented by his fellow-members. A competent examination of securities would have prevented much loss of societies' funds in the past, and the adoption of some such system, though not as satisfactory as a complete State audit, would be a distinct improvement on present methods. It would be an advantage to attach an auditor to the Friendly Societies Office, whose duty it would be to examine the accounts of lodges throughout the Dominion. Although one official could not audit the affairs of all societies in the same year, he would be able to exercise a check on the securities, and his appointment would constitute the basis of an independent and expert audit system. LEGISLATION. A Friendly Societies Amendment Act was passed last session, and came into operation on the Ist January, 1912. It dealt with a most important feature of friendly societies' finance—viz., the adequacy of contributions ; and, although not going so far as many reformers wish, it is, even with its present powers, proving a valuable lever in raising the financial status of the societies. The law now requires that all new societies and new branches of old societies must adopt an adequate scale of contribution for its members. It is at once apparent that societies which may be now operating with an inadequate rate are face to face with a difficulty when they attempt the registration of a new branch, more especially as the modern tendency towards complete uniformity in all the branches of a society will not readily countenance the incongruity of charging different scales in old and new lodges. In this wise the Act brings before the whole society, though indirectly, the unsoundness of its contribution-rate, and this is what it is effecting in practice even in the short time the measure has been in operation. No progressive society can fail to be beneficially affected by the Act, which, moreover, checks the further extension of the equal-levy system.

4

The Act also included an alteration in the margin of security to be allowed for the investment of friendly societies' funds on mortgage, the original requirement of three-fifths of the unimproved value of the land, plus one-half of the improvements, being repealed, and authority given to invest up to two-thirds of the value of the security. CONSOLIDATION AND ADMINISTRATION. The general movement in the societies to consolidate their funds still continues, and many decided steps in this direction have been taken since I last referred to the subject. In this connection the Department's advisory functions have been widely used, and all available information, both for and against consolidation, has been freely supplied to the societies. It is of interest to observe an increasing knowledge of friendly society finance amongst members generally —a result directly traceable to the policy of encouraging societies to make use of the Department's Actuary, and to the care that officer takes to make his valuation reports interesting and instructive. At the invitation of the executive, accompanied by the Actuary, I attended the annual meeting of the delegates of a leading society which proposed important reforms in its finances. This visit marks a distinct departure from the traditional policy of the Department, which has hitherto occupied a position somewhat apart from the societies —a policy that was the natural outcome of legislation which endeavoured to supervise a free voluntary movement. The increasing interests, however, of the State and of the societies themselves in the thrift and provident question demand a more active association of the two functions. So long as care is taken to confine the departmental policy solely to the elucidation of the various proposals, a great deal of good can be done, and the Office still retain the confidence and trust of the societies. THE STATE AND THE FRIENDLY SOCIETIES. The Imperial National Insurance Act, the provisions of which I described in my last report, became law at the end of 1911, after numerous amendments and notwithstanding strong opposition and trenchant criticism. The basic principles of the Bill, however, remain untouched, in so far as its compulsory and contributory character is retained, and these, after all, are its most important features. It is difficult now to realize that compulsion has been so readily accepted where such methods have hitherto been held to be anti-national and opposed to the inherent policy of the British people. If it shows anything, it is that the need for reform in this direction must be admitted on all hands to be very pressing in Great Britain. The difficulty with the medical profession does not appear to be by any means settled, but, notwithstanding this, the scheme is to be put into operation, and the appointments of the various Commissioners and of experts in all branches indicate that the Government are determined to give the system every opportunity to realize the expectations of its promoters. The widespread interest in this colossal scheme for the insurance of the industrial classes against sickness and invalidity, &c, has brought the friendly societies more prominently into the public view than ever before in the history of the movement. In this Act the societies have been linked up with the State for the purposes of administration, a step which undoubtedly means a far-reaching change in the character of these useful organizations, which have done so much to prove the benefits of co-operation during the past century. The societies, by their great work, have clearly demonstrated the national advantage of insuring the worker against ill health, incapacity, and death ; and the object of the State's intervention is to cheapen this_. insurance and extend its minimum benefits to a poorer and lower-wage class. The method of effecting this by the association of free voluntary organizations with a compulsory State system, as in Great Britain, has some peculiar features, and when in operation its effect will be watched with great interest. If the management systems built up on voluntary principles can retain their practical machinery, particularly as regards the present valuable checks consequent on direct responsibility, then the State has made a good bargain, and secured a cheap, efficient, and popular administration. This great reform in Great Britain has naturally created some interest in the New Zealand societies; but so far they have given no decided opinion on the problem, the solution of which does not apparently call for such drastic measures as have been adopted in the Old Country. The first indication of State action in New Zealand was in 1906, when the Government offered a scheme of subvention, which the societies did not see their way to accept, and since then there does not appear to have been any inclination to reopen the question on those lines. In 1910 the National Provident Fund Act was passed. This measure did not offer co-operation with the friendly societies in any way ; and, as its benefits differ from those of the average society, there appeared to be two distinct spheres of action. A subvention scheme, however, was adopted by the New South Wales Government in 1908 on the following lines : (1) Half the cost to the society per year for sick-pay after twelve months to members under sixty-five years ; (2) whole cost to the society per year for sick-pay to members sixtyfive years and over (the amount payable under these sections not to exceed ss. per week); (3) medical attendance and medicines for members sixty-five years and over ; (4) total contributions for funeral donations chargeable on account of members sixty-five years and over. In 1910 the amount paid by the State to the societies for this subvention was £14,778 2s. 7d. The Registrar of New South Wales, in his report for that year, records a phenomenal increase in the membership of societies—viz., 16,313, or equal to 12-3 per cent. —" far in excess of the result for any previous year." This he attributes partly to the improved financial position of the societies, and partly to the operation of the subvention scheme. If the membership thus gained is held and lapses are reduced, then subvention appears to be largely fulfilling on voluntary lines the object of State intervention in this reform—viz., the cheapening of benefits in order to bring them within reach of a poorer wage-earning class.

STAFF. I am pleased to report that the officers of the Department have worked well during the past year, particularly as it has been necessary at times to require them to carry out many additional duties owing to the rapid increase of business consequent on the growth of the National Provident Fund, which is co-ordinated with the Friendly Societies Branch of the Department.

GENERAL STATISTICS. Membership and Funds. The following table shows the increased membership in 658 lodges* which furnished returns for 1911 :— Number of members, Ist January .. .. .. .. .. 69,228 Number admitted by— Initiation, &c. .. .. .. .. ..7,885 Clearance .. .. .. .. .. .. 734 8,619 77,847 Number who died .. .. .. .. .. 475 Number left by— Clearance .. .. .. .. .. .. 886 Arrears, &c. .. .. .. .. .. .. 4,715 6,076 Number of members at 31st December .. .. .. .. 71,771 The increase in membership during 1911 was 3-67 per cent., as compared with 3-29 per cent, for 1910, thus showing a slightly better result than the previous year, and indicating that the societies are slowly recovering the normal rate which obtained prior to 1909. I give below an interesting table covering a period of ten years to the 31st December last, showing the proportion of lapses to initiations each year. The marked departure in 1909 from the normal rate is significant, and would appear to indicate that the forces which go to increase membership in good times are quickly affected when a set-back is experienced.

The total funds of the societies and branches as on the 31st December, 1911, amounted to £1,441,352 17s. 5d., made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £1,333,998 19s. 2d. ; Medical and Management Funds, goods, &c, £107,353 18s. 3d. Dividing the total funds by the number of members at the end of the year, it is found the average capital per member is now £20 Is. Bd. Taking the several years 1902-1911, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each were as under :—

The following statement shows the disposal of the total funds (including those of the central bodies) as on the 31st December, 1911 : —

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member, in each of the Australian States and in the Dominion of New Zealand, according to the latest received statistics, arranged in order of membership : —

I also add a table setting out the proportion of members of friendly societies to the general population in Australasia. In this comparison with the principal States, New Zealand shows a low rate, notwithstanding a slightly higher percentage of population between the ages of fifteen and sixtyfive. The inference would appear to be that a massed population in one large city, as in the Australian States, is more favourable for the operations of friendly societies than where the people are better distributed, as in this Dominion. Further data, however, is necessary before arriving at any conclusion on this interesting point.

Sickness. The number of members sick during 1911 was 11,607, equal to 17-36 per 100 members at risk. The sickness experienced during 1911 was 101,209 weeks 2 days, equal to 8 weeks 4 days per sickmember, and 1 week 3 days for each member at risk. Owing in great measure to differences in the proportion of members at the several ages, the averages in the several districts differ considerably, also in the several societies or orders. The figures for the five large orders for 1911 are found to be as follows :—

The percentage of members sick for the year 1911 was therefore highest in the A.0.F.. while the average sickness per member at risk was highest in the M.U.1.0.0.F. and lowest in the 1.0.0. F. In 1910 the percentage of members sick was 18-67, the average sickness per member sick was 8-23 weeks, and the average sickness per member at risk 1-54 weeks.

Mortality. The following statement of average mortality experienced for the year is given herewith, but it takes no account of age incidence : —

Sick and Funeeal Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1911 amounted to £104,671. Divided by the mean number of members the average was £1 9s. Bd., as against £1 9s. lid. for 1910. The interest and rent received by the lodges and central bodies amounted to £59,599 in 1911, equal to 16s. lid. per member, as against 17s. for 1910. The amount of sickness benefit paid was £70,015 in 1911, equal to £6 os. Bd. per member sick, and 19s. 10d. per member, as against £5 17s. 7d. and £1 Cs. 10d. respectively for 1910. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 13s. 10d. in 1911, as compared with 14s. 3d. in 1910. The funeral benefit paid amounted to £13.825 in 1911, equal to 3s. lid. per member, as compared with 4s. 4d. for 1910. The total worth of the Sick and Funeral Funds at the beginning of 1911 of 658 lodges was £1,204,777, and at the end of the year £1,285,032, as compared with 609 lodges, worth £1,151,724 and £1,221,372, at the beginning and end of 1910. The balance of gain 'or the year was £80,255, or £1 2s. 9d. per member in 1911, as compared with £69,648, or £1 os. 10d., in 1910. The averages for the five leading orders and for all societies are given in the following table for the year 1911 : —

Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1911 amounted to £59,599, the average rate being 4-90 per cent, (say, £4 18s. Id.), as against £4 18s. in 1910.

TRADE-UNIONS. Six trade-unions were registered during the year—viz., the Buller Deputies' Trade-union ; the Whangarei Coal-miners' Trade-union; the Patea Watersiders and General Labourers' Union; the Waihi Trade-union of Workers; the Nelson Waterside and General Workers' Union; the Lyttelton Stevedores' Union. The registry of one trade-union was cancelled during the year —viz., Greymouth Branch of the New Zealand Locomotive-engine Drivers, Firemen, and Cleaners' Association. There were 22 unions on the register at the end of the year. Complete amendment of rules—West Coast Workers' Trade-union. INCORPORATED SOCIETIES ACT. During 1911 there were 90 societies, clubs, or associations incorporated under this Act, and amendments of rules of 39 societies were accepted. Two societies were wound up, and seven dissolved. RBPOET BY THE ACTUARY.

The Registrar. Whilst the main bulk of the work under my supervision consists of the periodical valuations, it is worthy of remark that the societies show year by year an increasing disposition to voluntarily avail themselves of actuarial advice. This tendency is highly gratifying, as it indicates the fulfilment of one of the very objects for which Friendly Societies Acts stand upon the statute-book. The year 1911 formed no exception to the rule, and on looking back the number of special actuarial reports issued on all sorts of subjects connected with the finance of the societies is found to be surprisingly large, showing that this is becoming an increasingly important branch of the work. As regards the valuations, these were made upon the data and methods indicated in my reports of the last two or three years. The results in respect of the societies valued in 1911 show, on the whole, an improvement in the financial position. I append some brief remarks on the individual societies. Hawke's Bay District, M.U.1.0.0.F.: Valued as at 31st December, 1910. This valuation has been made in connection with a synchronization of the valuation dates of all districts affiliated to the New Zealand Bnnch of the Manchester Unity. The result differs little from, and is confirmatory of, that of the valuation made a year ago (as at 1909). Only 2 lodges out of the 11 have deficiencies, the amount in one case being negligible, whilst in the other case a diminution is shown. The net surplus over the whole district is £10,704, and the position is very gratifying indeed. Motueka District, M.TJ.1.0.0.F.: Valued as at 31st December, 1910. At the valuation date there were 4 branches, with a membership of 520. The sickness experience of the period was slightly unfavourable —viz., to the extent of £23, or about three-quarters of 1 per cent., whilst the death-rate was very light. The mortality for the past twentythree years has been extremely low, the deaths in that period numbering 62, against an expectation of 91 by the standard tables. All the lodges earned over 4 per cent, on their funds. The valuation shows that 3 lodges have deficiencies and 1 a surplus, the net deficiency over the whole district being £1,764. With the exception of 1 lodge the position shows an improvement. The very low death-rate (which is, of course, an unfavourable factor financially) is in this district combined with a low lapse-rate, and these two forces tend somewhat to retard the progress to financial soundness,

Westland District, M.U.1.0.0.F.: Valued as at 31st December, 1910. At the valuation date there were 3 branches, and 201 members. The sickness experience of the quinquennium was favourable to the extent of £593, or 25 per cent., whilst the death-rate was about normal. The deaths over a period of fifteen years numbered 48, as compared with 46 expected by the tables. Two of the lodges failed to earn 4 per cent, on their funds. The valuation shows that 2 lodges have deficiencies aggregating £3,727, and that the net deficiency over the whole district is £3,421. The deficiency lodges are both situated in old gold-mining districts, and show a decrease in the membership and a high average age. One of these lodges (Waimea) has had no new entrants for several years, and forms a striking example of the manner in which members use up, when old, the accumulations made when young. These accumulations in the case mentioned are proving quite insufficient, and the position of the lodge appears hopeless. The other deficiency lodge is in a better position, and is within the scope of reformative measures. Otago District, M.U.1.0.0.F. : Valued as at 31st December, 1909. At the valuation date there were 30 branches, with a membership of 4,417. The sickness experience of members during the quinquennium was favourable to the extent of £3,041, or 11 per cent., whilst the death-rate was also low. The mortality for the past twenty years has been slightly below the standard, the deaths being 490 as against an expectation of 497. The rates of interest earned have, on the whole, been satisfactory. Only the lodges with small funds have failed to earn 4 per cent., and these tend to improve. The mean rate earned over the whole district was 4f per cent. The valuation shows deficiencies totalling £21,677 in 24 lodges, and surpluses totalling £11,002 in 6 lodges. Taking into account a fund of £2,067 held by the society in aid of the deficiency lodges, a net deficiency of £8,608 is shown over the district as a whole. As compared with 1904 the society would have shown a very great improvement owing to the favourable experience and good interest-earnings. These factors were, however, offset by the increase which was made in the funeral benefit. The result is that, whilst the surplus lodges came out a little better than at 1904, the deficiency lodges have on the whole gone back somewhat. The outlook for the next valuation is, however, very promising, and it may be mentioned that the scale of contributions charged to new members is more nearly adequate than was the case at 1904. The new Act should prove of great assistance in preventing hasty and ill-considered increases (such as the above) in the benefits of societies. Lyttelton District, M.U.1.0.0.F. : Valued as at 31st December, 1910. At the valuation date there were 6 branches, with a membership of 522. The sickness experience of the quinquennium was favourable to the extent of £100, or about 2| per cent., whilst the death-rate was somewhat below the standard. The mortality for the past twenty years has on the whole agreed very closely with the standard, the deaths being 108 as against an expectation of 103. Only one lodge failed to earn 4 per cent, on its funds, and a mean rate of 5f was earned on the benefit funds of the. district as a whole. The valuation shows deficiencies totalling £1,186 in 4 lodges, and surpluses amounting to £2,463 in 2 lodges, the net surplus being £1,277. The district is working under a scale of contributions which is less than adequate, and if the membership had increased materially the valuation would have disclosed financial retrogression. As it is, the financial position has improved since 1905, the membership having remained stationary. Ashburton District, M.U.1.0.0.F. : Valued as at 31st December, 1910. At the valuation date there were 6 branches, with a membership of 472. The sickness experience of the period of four years was favourable to the extent of £199, or about 11| per cent., whilst the death-rate was a little below the standard. The mortality-rate for the past nineteen years has on the whole been light, the number of deaths in that period being 34 as against 43 expected. Only 1 branch failed to earn 4 per cent, interest on its benefit funds, and the mean rate over the whole society was a little over 4f per cent. The valuation shows the District Funeral Fund, which was recently reorganized upon my advice, to be in a sound state ; and, in addition, every lodge has a surplus, the total surplus over the whole society being £5,028. The position of the society is exceedingly satisfactory. - Grand Lodge of Otago and Southland, U.A.O.D. : Valued as at 31st December, 1907. At the valuation date there were 20 branches, with a membership of 2,542. The sickness experience of the quinquennium was favourable to the extent of £697, or about per cent., whilst the death-rate was very low. The mortality for the last ten years has, in fact, been below the standard, the deaths being 80 as against an expectation of 92. Ten of the lodges failed to earn 4 per cent, upon their funds. In almost every case they were lodges with only small accumulations. The mean rate of interest earned over the district as a whole was 4J per cent.

The valuation discloses a deficiency of £12,964 over the Sick and Funeral Funds of the society as a whole, none of the branches exhibiting a surplus. Though the deficiency is larger than at 1902, the position has improved in point of relative solvency. The scale of contributions is not quite up to the standard of adequacy. In addition to the ordinary Sick and Funeral Funds mentioned above, the society has also a special Levy Fund operating on the unsound equal levy or assessment principle, and giving a funeral benefit of £50. New Zealand District Hibernian Australasian Catholic Benefit Society : Valued as at 31st December, 1907. At the valuation date there were 37 branches, with a membership of 2,340. The sickness experience of the quinquennium was unfavourable to the extent of £34, whilst the death-rate was somewhat in excess of the standard, the deaths being 80 as against an expectation of 61. On an examination of the deaths according to ages it is found that the mortality was particularly excessive at the higher ages. Out of the 37 branches included in the valuation only 7 succeeded in obtaining an interest yield of 4 per cent. In a good many cases the operations of the branches are on too small a scale, and the funds, consequently, too limited to permit of successful investment except in combination. The District Funeral Fund (which is supported by levies of 6s. per member per annum) is found to have a surplus—viz., £558. As regards the branches, two have surpluses aggregating £141, and the remaining branches deficiencies aggregating £29,481, the net deficiency over the whole society being £29,340. The deficiencies are due principally to inadequate contributions coupled«with poor interest-earnings, a combination which practically bars financial success. The results of the next valuation will enable it to be seen how far the society is progressing or otherwise in financial respects. Eden Temperance Benefit Society: Valued as at 31st December, 1910. The society was last valued at 1902, when, as the Eden Tent, it formed part of the New Zealand District, 1.0. R. At the present valuation date the membership was 38. The sickness experience for the period of eight years preceding the valuation was extraordinarily favourable, resulting in a saving of £205 to the society. There were 4 deaths, as against 3 expected by the standard table. Pji The mean rate of interest earned on the funds was 3-97 per cent. A financial loss of about £350 resulted through secession from the above district. The valuation discloses a surplus of £639, but in view of the small membership and consequent liability to fluctuations in the experience this result must be accepted with reserve. 6th June, 1912. A.
