EXTRACT FROM THE THIRTY-THIRD ANNUAL REPORT OF THE MINISTER OF EDUCATION. The Teachers' Superannuation Act, which was passed by Parliament on the 31st October, 1905, and came into force on the Ist January, 1906, was amended by a supplementary Act on the 29th October, 1906. Every person who at the date of the coming into operation of the principal Act was permanently employed for not less than twenty hours a week in the Education service had the option of electing within six months to become a contributor to the fund. Those who so elected became " original members," and, as such, are entitled to special benefits. A person who did not so elect to join the fund at its commencement might, however, be allowed to join it on certain conditions to be imposed by the Superannuation Board. All teachers in public schools and in Native and other schools under the control of the Education Department who were subsequently permanently employed were compelled to become contributors as from date of appointment; persons in tho Education service had the option of becoming contributors. On the 10th October, 1908, the former Acts were repealed by the Public Service Classification and Superannuation Amendment Act, 1908, Part I ; but existing contributors were allowed six months in which to elect to remain subject to the provisions of the former Acts if they so desired. On the 24th December, 1909, this Act was amended, providing among other things for the extension of the time allowed in which to make the election referred to above to the 30th

June, 1910 ; the Act also fixed a maximum retiring-allowance of £300 per annum in the case of persons who become contributors to the fund after the passing of the Act (24th December, 1909). The chief difference between the Act of 1908 and the former Acts affected the basis of calculation of the retiring-allowance of a contributor. The retiringallowance was to be one-sixtieth of the average rate of salary received during the three years next preceding retirement, for each year of service, provided that in no case may the allowance exceed two-thirds of that salary : under the former Acts the basis had been one-sixtieth of the total salary received by the contributor during the period of contributing to the fund (or, in other words, one-sixtieth of his average salary for each year of service during the whole period of contribution), and, in addition, in the case of original members, one one-hundred-and-twentieth of the salary during the years of service between Ist January, 1878, and Ist January, 1906, with a further proviso that in no case should an original member receive a retiring-allowance of less than £52 per annum. By the same Act of 1908 the right of persons employed on Ist January, 1906, as teachers in public schools or under the Education Department to be admitted at a future date was taken away. FOURTH REPOET OF THE BOARD CONSTITUTED BY THE PUBLIC SERVICE CLASSIFICATION AND SUPERANNUATION AMENDMENT ACT (PART I), 1908. Fok the Year ending 31st December, 1909. The Honourable the Minister of Education. Sir,— Wellington, 19th July, 1910. The Board has to submit the following report for the year ending 31st December, 1909. The number of contributors to the fund on the 31st December, 1908, was 2,931, composed of 2,416 original members and 515 ordinary members. Under the provisions of Part II of the Public Service Classification and Superannuation Amendment Act, 1909, the benefits provided for under the Act of the same title in 1908 were extended conditionally in regard to age and length of service of contributors, as from the date (Ist April, 1910) of the Act coming into force in that respect. It was also provided, as from the date (24th December, 1909) of the passing of the Act, that no person who became a contributor after that date shall be entitled on his retirement from the Education service to a retiringallowance exceeding three hundred pounds (£300) per annum ; and that the operation of section 24 of the Act, 1908, be extended to the 30th June, 1910 —those contributors who had already made the election therein referred to (to remain subject to the provisions of the original Act—Part IX of the Education Act 1908) were also given the option of revoking such election.

From these tables it will be found that there was a net increase of membership of 221 during the year 1909. Those members who have elected to remain subject to the provisions of Part IX of the Education Act, 1908, are persons whose service or salary would not insure a retiringallowance exceeding the minimum allowance of £52 per annum provided for under that Act, and who otherwise desire to secure those benefits which it provides.

Of the number of contributors who retired during the year 28 (including 4 medically unfit cases) were granted annual allowances (£2,391 14s. 6d.); 7 widows and 15 children, the representatives of 8 contributors who died, were granted annual allowances (£321) and also a refund of contributions (£389 3s. 2d). The total number of retired contributors on account of whom annual allowances were granted during the period was therefore 36. To the legal representatives of one contributor who died before he was entitled to a pension was granted a refund of the contributions made by the deceased to the fund amounting to £46 15s. Bd. To 76 contributors who voluntarily retired from the Education service before becoming entitled to participate in the benefits of the fund contributions amounting to £1, 389 3s. 4d. were returned. The total number of contributors who retired from the Education service during the period was 113.

2. Particulars of Contributions discontinued during the Year ending 31st December, 1909.

Seven pensioners died during the year, leaving five widows and five children under fourteen years of age, to whom annual allowances were granted; five children having attained the age of fourteen years their allowance consequently ceased; and one pensioner, having failed to reestablish his claim to an allowance as being medically unfit, was, in view of the medical report furnished, informed that his allowance would no longer be maintained. Further details are given in the following table :—
