REPRESENTATION COMMISSIONS' REPORTS.

Presented to the House of Representatives pursuant to " The Electoral Act, 1905."

REPORT OF THE NORTH ISLAND AND SOUTH ISLAND REPRESENTATION COMMISSIONS SITTING AS A JOINT COMMISSION. To His Excellency the Right Honourable William Lee, Baron Plunket, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Knight Commander of the Royal Victorian Order, Governor and Commander-in-Chief in and over His Majesty's Colony of New Zealand and its Dependencies. Mat it please Your Excellency,— We, the undersigned, appointed by Commission bearing date the 26th October, 1906, issued under the hand of Your Excellency and sealed uitder the seal of the colony, sitting as a Joint Commission for the purposes of " The Electoral Act, 1905," having received a report from the Registrar-General showing the results of a census of the population of the colony taken on the 29th day of April, 1906, proceeded to ascertain the quota of the population* required for each electoral district of the colony as defined in the Act referred to above, and now respectfully submit for Your Excellency's consideration the results of our proceedings. The report of the Registrar-General showing the total population of the colony was received and read by the Commission on the 15th day of November, 1906. From the said report it was ascertained that the total population of the colony amounted to 888,376 (exclusive of Maoris and the inhabitants of the Chatham and Kermadec Islands), distributed as follows: The population in forty-seven cities and boroughs of over two thousand inhabitants, including those on shipboard, amounted to 376,177, and the urban population within five miles limit of the Chief Post-offices of Auckland, Wellington, Christphurch, and Dunedin cities, exclusive of the population in cities and boroughs of over two thousand inhabitants within that limit, amounted to 47,895, a total urban population of 424,072, leaving a rural population of 464,304. Having added 28 per cent, to the latter figures, the total nominal population of the colony amounted to 1,018,381. This, divided by seventy-six, the total number of members, fixed the quota at 13,400. It was further ascertained that the total actual population of the North Island amounted to 476,732, equivalent to a nominal population of 544,019. Likewise, it was ascertained that the total actual population of the South Island, including Stewart Island, was 411,644, equivalent to a nominal population of 474,362. A consideration of these figures showed that the number of members to which the North Island was entitled was represented by the figures 40-6, and the South Island 354. As the fractional part was greater in the first case than in the second, the number of members for the North Island was fixed at 41, and that of the South Island at 35. This result added three members to the North Island, and reduced those of the South Island by a corresponding number.

The joint Commission having fulfilled the functions devolving upon it in terms of the above Act, resolved itself into the separate Commissions, which respectively proceeded to apportion and define the electoral districts for each Island. [Extracts from the Minutes of the Proceedings of the Joint Representation Commission, dated the 15th November, 1900.] PROTEST. ' The members of the South Island Representation Commission enter their protest against the decision of the Joint Commission, carried by the casting-vote of the Chairman, on the following grounds: That by giving the North Island a representation of forty-one members there is a deficiency in nominal population of 5,500, and by giving the South Island a representation of only thirty-five members there wili be 5,500 of the nominal population unrepresented; that we do not consider the division fair or equitable, and believe it to be neither in accordance with the spirit or intention of <; The Electoral Act, 1905." REJOINDER BY NORTH ISLAND COMMISSION. That by giving the South Island a representation of thirty-six members there would be an increase in nominal population of that Island of 7,896, which would mean the allotment of forty members to the North Island, thereby leaving 7,896 of the nominal population of that Island unrepresented. Note.—By the final adjustment of the figures of the population, the 5,500 and 7,896 mentioned in the above should be 5,373 and. 8,027 respectively.—Thos. NORTH ISLAND REPRESENTATION COMMISSION. REPOIIT. To His Excellency the Right Honourable William Lee, Baron Plunket, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Knight Commander of the Royal Victorian Order, Governor and Commander-in-Chief in and over His Majesty's Colony of New Zealand and its Dependencies. May it please Your Excellency,— We, the members of the North Island Representation Commission appointed by Your Excellency ou the 26th day of October, 1906, have the honour to report that we commenced our sittings on the 16th day of November last for the purpose of dividing the North Island into electoral districts. Notice of the boundaries as provisionally fixed by us under the authority of our Commission was duly published in the New Zealand Gazette, and the objections and suggestions that were received were duly considered and dealt with by the Commissioners in the manner set forth in the attached schedule. The Commission subsequently finally approved and confirmed the boundaries of the electoral districts, and now respectfully submit for Your Excellency's consideration the names and descriptions of the same, together with a map showing the actual and nominal populations respectively agreeing with the totals as allotted by the Joint Commission. Attached is also a resolutioji by the Commission naming the particular electoral districts that are to be substituted for the three electoral districts in each of the Cities of Auckland and Wellington as constituted under " The City Single Electorates Act, 1903," for the purpose of section 4 of the said Act as to licensing , districts. SOUTH ISLAND REPRESENTATION COMMISSION. REPORT. To His Excellency the Governor of New Zealand, Government House, Wellington. May it please Youk Excellency,— We, the several members of the South Island Representation Commission, have the honour to report to Your Excellency that,- in pursuance of Your Excellency's instructions, we met on the 15th day of November, 1906, and following days, when, in terms of " The Electoral Act, 1905," we divided the South Island of New Zealand, including Stewart Island, into thirty-five electoral districts, being the number allotted to it by the Joint Commission. Following upon a notice oublished in pursuance of the 10th section of the said Act, several objections in writing to our proposed divisions of the said South Island were lodged and received. We met at Christchurch this day, and gave careful consideration to the objections referred to. We now do ourselves the honour of attaching hereto, for Your Excellency's information, a description and plans of the several new electoral districts, with the names we have given thereto, such being and showing the "final determination" of Your Excellency's Commissioners, as provided by the 11th section of the above-mentioned Act. We have the further honour of advising Your Excellency that in terms of " The City Single Electorates Act, 1903," section 4, we have resolved and decided that the Electoral Districts of Dunedin North, Dunedin West, and Dunedin Central, as now constituted by us, shall be and they are substituted for the present Electoral Districts of Dunedin North, Dunedin Central, and Dunedin South; again, we ha"ye resolved and decided, in terms of section 4 of the last-mentioned Act, that the Electoral Districts of Christchurch North, Christchurch East, and Christchurch South as now constituted by us shall be and they are substituted for the present Electoral Districts of Christchurch North, Christchurch East, and Christchurch South.
