EDUCATION: THE AUCKLAND UNIVERSITY COLLEGE. [In Continuation of E.-8, 1886.]

Presented to both Houses of the General Assembly by Command of His Excellency.

The Chairman to the Hon. the Minister of Education. Sir, — University College, Auckland, Ist March, 1887. In pursuance of section 25 of "The Auckland University College Act, 1882," the Council has the honour of making the following report: — I..The Auckland University College being still destitute of a building or site permanently appropriated, the lectures and other instruction continue to be given in premises which are not contiguous to each other, and are defective. By " The Special Powers and Contracts Act, 1885," His Excellency the Governor is empowered to authorise the transfer of the site occupied by the Survey and Crown Lands Departments in Auckland to the Council of this college as a site for college buildings when the offices now occupied by those departments shall have been vacated. For the construction of new buildings elsewhere for those departments tenders have been called for on behalf of the Government. 2. With a view to more fully utilising for educational purposes the natural-science collections possessed by the Auckland Institute, an arrangement has been made by the College Council and the Council of the Institute whereby the wooden building beside the museum of the institute is rented by the College Council, in which building the Professor of Biology and Geology will henceforward lecture and instruct, and the biological and geological collections of the college will be transferred to that building and the museum of the institute. 3. The ex offioio members of the College Council are the Mayor of the City of Auckland and the Chairman of th Auckland Board of Education. In the month of November Mr. William Eichard Waddel completed the third year of his holding the office of Mayor, and was succeeded by Mr. Albert Edward Tyrrell Devore, barrister and solicitor. Mr. Samuel Luke is the Chairman of the Auckland Board of Education. 4. In pursuance of " The Auckland University College Act, 1882," the following members of the Council ceased to be members thereof on the 21st May, 1886, namely, of the members elected by the members of the General Assembly resident in the Provincial District of Auckland, Dr. John Logan Campbell; of the members appointed by the Governor in Council, his Honour Mr. Justices Gillies ; and of the members appointed by the Governor in Council pending the time when there shall be thirty graduates of the University of New Zealand having their names on the college register, the Eev. David Bruce. In place of Dr. Campbell, who declined being nominated for re-election, the Hon. Sir Frederick Whitaker, K.C.M.G., M.L.C., was unanimously elected; and Mr. Justice Gillies and the Eev. David Bruce were severally reappointed. 5. On the 17th November, 1886, Sir George Maurice O'Eorke, 8.A., the Speaker of the House of Eepresentatives, was again re-elected to be Chairman of the College Council during the ensuing twelve months. 6. On the 31st March, 1886, a lecturer on anatomy was appointed, namely, Edward D. Mackellar, M.D., CM. It is proposed that the lecturer on anatomy and the professors of chemistry and biology shall give the instruction requisite for enabling students to keep one " annus medicus," and steps are being taken for obtaining recognition from universities and medical schools to that purpose. It is considered that a boon, in several respects important, would be afforded by the opportunity of the first year's medical studies being pursued in Auckland. 7. In the session of 1886 special instruction in the chemical and physical laboratory was given to teachers employed by the Board of Education and to students of the Training College by Profess6r F. D. Brown. The students in this department were 37, and the number would have been larger but for the fact of the laboratory not being sufficiently extensive. Courses of popular lectures on physiology were delivered by the lecturer on anatomy, Dr. Mackellar. < 8. The number of persons who attended lectures of this college in the year 1886 was 101, namely, graduates, 5 ; undergraduates, 27 ; non-matriculated, 69. Of these, the males are 56, and the females 45. The total number of undergraduates whose names are on the college register of the past year is 74, namely, 47 males and 27 females.

9. Diplomas of degrees in the University of New Zealand were presented in 1886 to four gentlemen who have been students of this college, namely, to Mr. Arthur Gifford, 8.A., the degree of Master of Arts, with first-class honours ; to Mr. C. Z. Clayton, 8.A., the degree of LL.B.; and to Messrs. H. L. James and Walter Kerr, the degree of Baohelor of Arts. 10. The number of graduates of the University of New Zealand whose names are on the college register, and who are therefore entitled to vote in the election of members of the College Council, is at present 19; of whom 8 are ad eundem. 11. The charges on Sinclair and Gillies Scholarship Account are to be refunded in 1887. In lecture requisites a sum of £50 must be treated as an advance to Professor Thomas, to be duly accounted for. Of payments of £409 11s. 4d. to the Public Account, and £25 Bs. 9d. to the Agent-General, I am furnished with no particulars: the Treasury Department can probably supply information and vouchers.
