“STRIKE SEEMS TO BE WEAKENING” HELSINKI, Aug. 23. Only an estimated 13,000 Finnish workers were on, strike to-day, and the strike seemed to be weakening. Yesterday 25,000 were reported idle. The transport strike was to-day again reported to be a failure, and lumber workers were back at work in large numbers. In Helsinki and at Turku, however, the dock strike was complete.
