U.S. MUST BE PREPARED (N.Z.P.A.—Copy right). (Rec. 10.30) WASHINGTON, Mar. 29. Mr Bernard Baruch, the Presidential adviser and financier, testifying before the Senate Armed . Services’ Committee, to-day urged the prompt enactment of universal military training as a means of achieving “the stability of the world which lasting peace requires.” He also suggested an economic mobilisation plan, and said that America’s failure to muster all her resources now for peace would leave “no alternative but to mobilise for war” in the future. He added: “So terrible are the destructive potentialities of modern instrumentalities of war that it is no longer enough to punish an aggressor after he has begun a war. Preventing Avar requires buttressing our national security before a crisis is upon us. Never again do we dare permit our own lack of preparedness to encourage any potential aggressor into attacking this country, or into over-running otliei peaceful nations.” Mr Baruch said it wms his hope that understanding with Russia might yet be attained. _ When Senator Wayne Morse said that his recent mail indicated that “mouths already, are watering” over profits possible under universal military training, Mr Baruch replied: “1 have not seen evidence anywhere that any segment of society wants to go to Avar to make profits out of Avar.”
