FINNISH PREMIER

ORDERED TO MOSCOW (Rec. 12.30 p.m.) LONDON, Mar. 23. The British United Press correspondent. at Helsinki says it is reliably learned that President Passikivi ordered the Finnish Premier, M. Pekkata to proceed immediately to Moscow in spite of his illness. The decision was taken as a result of an urgent message from Moscow. It is believed that the Premier was not anxious to take part in the treaty negotiations with Russia.
