POLICY OF HATE
Halted by U 43. Army (Rec. 10.40 a.m.) LONDON, Dec. 4. The United States Army has halted its policy of hating all Germans. All troops in the American zone have been ordered to help the Germans rebuild the devastated country, says the Frankfurt correspondent of the Associated Press. General G. C. McNarney will announce to-morrow details of the change. According to the offi-, cial newspaper of the army’s Euro- . pean headquarters, the army is calling in all training manuals and films tending to instigate hate. Army officials became alarmed by the recent increase in incidents between soldiers and Germans, and is also worried by the educational level of American occupying troops. The average age is reported to be 19, and in some units, the illiteracy rate is as high as 40 per cent.
