WARSHIPS FOR CHINA
REQUEST TO CONGRESS (Rec. 1.30). WASHINGTON, Des. 17. ’ The Navy Department has asked Congress for legislation permitting the President to transfer surplus warships to China. .
The. Secretary for the Navy, Mr James V. Forrestal, stated that the national interest as well as considerations of good conscience required the United States to assist China to maintain a navy enabling a substantial’ contribution toward maintaining peace in the Pacific.
