MOSCOW DECLARATION
ATTITUDE OF UNITED STATES. COMMON POLICY DESIRED. (Rec. 1.5.). WASHINGTON Nov. 15. No secret agreements were made in Moscow, declared Mr Coi’dell Hull (Secretary of State) at a press conference, expressing pleasure at the public reception accorded the declarations made at # Moscow. Mr Hull said that tlie Four-Power Agreement resulted from the desire of these big nations to push away isolationism.
Mr Hull repeatedly emphasised that he attached great importance to the conference at Moscow and its outlook toward international organisation for world peace. He disclosed that he had been conferring with the leaders of all parties in the United States for more than a year, endeavouring to establish a common policy for the United States. Mr Huil added: “If we cannot cooperate among ourselvfes how can we expect co-operation of other peoples? The United States now has the choice of a programme of co-operation such as was outlined at Moscow, or no programme at all.”
Replying specifically to the Catholic complaint that the declarations at Moscow compromised the principle of the Atlantic Charter, Mr Hull said that not one of the participating Governments desired to compromise the seven points of the Atlantic Charter. Interviewed at St. Louis, the Catholic Archbishop (Dr Glennon) said that one of the questions not clearly defined in the Moscow declarations involved Polish territory given to Russia by Germany in September 1939.
