WESTERN HEMISPHERE
PAN-AMERICAN CONFERENCE. AGREED REGARDING COLONIES. (United Press Association. —Copyright.) (Received This Day, 9.50 a.m.) HAVANA, July 28. At the Pan-American Conference, the full committee for the preservation of peace, after a night session, announced complete agreement regarding the convention in reference to colonies, hut that it had not completed editing the document. It is expoeted that the agreement can bo adopted at noon today. The Conference will end on Tuesday at an open plenary session with the signing of the declaration regarding colonies.

The sub-committee on the preservation of peace agreed to full details of the. Havana declaration on colonies, which will he submitted to the full committee later to day. The declaration asserts the principle 1 that colonies cannot he transferred to , non-American powers, reasserts Mr Woodrow Wilson’s doctrine cf self-determination and establishes machinery to • deal with, emergencies and provisional administration if necessary.
