USE OF BELGIAN FLAG.
PLAN FOR AMERICAN SHIPS. (Received This Day, 0.25 a.m.) BRUSSELS, November 15. The Government is considering allowing American vessels to fly the Belgian flag in order to overcome exclusion from European ports as the result of the Neutrality Law.
