A New York station intercepted a British Broadcast Corporation announcement that Japan had guaranteed neutrality to Britain. NO FORMAL DECLARATION. TOICIO, September 3. Tho newspaper “Nieheshimbun” states that Japan will remain strictly neutral without formal declaration. PORTUGAL IS NEUTRAL. (Received This Day, 1.20 p.m.) LISBON, September 3. It is officially announced that Portugal will remain neutral. NEUTRAL BLOC DESIRED. STATES IN THE BALKANS. (Received This Day, 10.50 a.m.) * BUDAPEST, September 3. The radio announced that Yugo-slavia,,-Hungary, Bulgaria, and Rumania are attempting to form a neutral bloc.
