IF THE ALLIES INTERVENE. WESTERN FRONTIER REVISION. NEW YORK, September 3. The Berlin correspondent of the “New York Times” says that according to well-informed circles in Berlin, the Moscow Government has notified Britain and Franc© that if they intervene in the conflict, the Soviet will be compelled to revise her western borders.
