WESTERN SAMOA.
THE NEW ZEALAND MANDATE. REPORT TO LEAGUE OF NATIONS

When the Mandates Commission of the League of Nations considered New Zealand’s report on Western Samoa, Dr R. M. Campbell, for the New Zealand Government, told the commission that as a result of the goodwill mission to, Samoa, and the Government’s abandonment of a repressive policy for one of political freedom of expression, native affairs had much improved. Non co-otpei'ation with the Administration had ceased. The Man continued as a semi-political organisation, partly supplying a psychological need in providing means for ceremonial and social precedence. Its ambitions for self-gov-ernment appealed to the Samoan people.
