A message from Johannesburg states that General Smuts, broadcasting to England, said that reform of the League of Nations was the only escape from nameless horrors of thp future. Mr Chamberlain had saved peace, but had to invite himself and expose himself to severe criticism, even humiliation, which would have been avoided if it had been possible to use the League Council. The policy must therefore be “Back to League.” k There should lie a standing committee of the Great Powers and members of the Council to advise when peace was menaced'.
