RIGHT TO EXPAND.
CLAIMS BY JAPANESE. United Press Association—Copyright) SAN FRANCISCO, Aug. 20. The conference of the Institute of Pacific Relations at Yosemite (California) to-day discussed Japanese expansion anti the dislocating effect of the rapid Japanese advance. The Japanese delegation asked what right old-established countries which were beneficiaries from a similar advance in the nineteenth century had to impose a standard of legitimate' advance on new countries. The Australian tariff policy was touched on as such a limitation. The French delegation recommended the early convening of two world conferences, one' on arms limitation, and the other on economic problems. M. Albert Sarraut said the problems awaiting solution were, in the most acute phase since the World War, and the conferences could not be delaved till the distant future.
