STRONG DEFENCES NEEDED. FORMER MINISTER’S VIEWS. LONDON, March 31. “I can only hope,” said the former Foreign Minister, Sir Samuel Hoare, addressing the Chelsea, branch of the Con servo live organisation, “that Mr Eden and his successors will never be placed in the position in which I was placed last autumn when I saw on the one hand, the obligations we must fulfil if vve desired to honour our plighted word, and, on the other hand, the condition of our defences, which made it almost impossible for us to take the part we should. . ( “The desire for my resignation, continued Sir Samuel, “showed me who were my true friends and how many I had.. We have now a. great programme of national defence, which, perhaps, my resignation had some influence in bringing about. “It must bo carried out quickly, because until then, we cannot properly take part in the collective peace system, which at present, is not universal, nor as effective as we desire; nor will it he unless our defences are strong, modern and efficient enough to enable us to fulfil our duty to Britons, the peoples of the Dominions and other members of the League of Nations.” I
