POWERFUL NAVY.

UNITED STATES PROGRAMME. STATE ARMS INDUSTRY. United Press Association— Copyright) NEW YORK, February 7. The "Washington correspondent of the “Herald-Tribune” says that Government ownership of the armament industry in America, especially of the naval category, is proposed in an important series of reports submitted to the Senate Munitions Committee by the research department of the Interstate Commerce Commission to-day. The report indicates that the total investment required before the Government could begin making all its ships, aircraft, small-arms, and powder, would be 47,000,000 dollars, but something of the saving which could be effected is shown by the statement that on one heavy cruiser alone the Government could reduce the cost by 1,000,000 dollars. The reports contain an elaborate programme calculated to equip trie United States with a “super powerful” navy of 325 vessels, 20 years after the investment of about 24,000,000 dollars in new plants, and at an annual cost of between 150,000,000 and 175,000,00 dollars.
