REBUFF TO ITALY.
COUNTER PROPOSALS REJECTED.
DISPUTE GOES BACK TO COUNCIL
(Received This Day, 9.5 a.m.) GENEVA, September 23
The Committee of Five rejected Signor Mussolini’s counter-proposals as unacceptable and unsusceptible to discussion within the farmework of the Coveriant. The Committee decided to refer the whole dispute back to the Council of the League of Nations, to w'hich a report will be made on the whole negotiations, including Abyssinia’s offer of acceptance of the Committee’s plan as a basis of settlement. Senor Madariaga will see the parties this afternoon. There is little hope of a change since Italy objects to almost every point of the plan. Furthermore, it is understood that Signor Mrissolini is annoyed that the Committee ignored) his accusations against Abyssinia.
Mr Tecla Hawariat (the Abyssinian delegate) told the British United Press that the Emperor would never agree to Italy’s proposals that the proposed High Commissioner must be an Italian and that Abyssinia must be demobilised.
It is believed that the Committee ■will report to-morrow and that the Council will meet later in the day.
