Hughes has been prominent in speaking and organising the Citizens Defence- League to arouse the people to a proper appreciation of the danger in the event of an international blaze developing. The military authorities favour a voluntary scheme as opposed to a compulsory one. Country units formed under the compulsory system, which was dropped by the Scullin Government in 1029, are being revived on a voluntary basis. Men are enlisting readily and are preparing for a term's training with the existing city forces
