CONFERENCE.
PETROGRAD, Oct. 22
The following are among the Russian peace demands which the Soldiers' and Workmen's Council's delegate will pro-' pose whon attending the Inter-Allied Conference at Paris:— A free and uninfluenced plebiscite regarding the future of Alsace and Lorraine, .Italia Irredenta, ''Belgium, ■ Seribia, and Montenegro, with compensation from an international fund; ; The restoration to Germany of all her. colonies; The neutralisation- of all straits leading to inner seas, including the Suez | and Panama Canals j Disarmament' on land and sea, butthe creation oi a t system 1 of militia. - >
