NELSON, March 1. The City Councilhair decided to borrow by special order £5000 m addition to the £50,000 drainage loan already expended, m order to complete Mr Mestayer's septic tank scheme, interest per cent and 1 per cent sinking fund, •vitli a penny m the pound on the rates.
