(Received February 25, 8 50 a.m.) LONDON, February 24. In declining to join m friendly remonstrances to Vienna, Germany suggests a joint impressive warning to Belgrade. Britain has informed Bulgaria, and also the Porte, that she will recognise Bulgaria's independence when the differences with Turkey have been settled and Turkey signifies her readiness to recognise Bulgaria's new position. It is stated that until Servia relinquishes her territorial claims Baron Aerenthal will not formulate any eeonomio concessions'. The Times Belgrade correspondent says that the mainspring m the newconditions will be found m M. Pasliitch's appointment; the country now. has some right to anticipate its extrication, m one way or another, from its perilous situation.
