INDIAN COUNCILS.
(Received February 25. S 50 a.m.) LONDON, February 24. Lords Curzon and MacDonnell passed friendly criticism on the Indian Councils Bill, during its second reading debate. They strongly deprecated the appontment of natives on: the Viceroy's Council. The Bill concedes Mohammedans separate electorates, and m tho Legislative Council gives thorn a number of eeats m excess of their numerical strength.
