THE STATE OF IRELAND, LONDON, February 19. In liio House of Lords the Marquis lof Londonderry attacked the government of Ireland as a wcandal and disgrace to any civilised country. He dwelt on the" increase of outrages under Mr Birroll's administration. In some counties, he said, the horrors were inconceivable, and tlia peqple'6 lives were a hell upon earth. Lord Denman replied thati two-thirds of tho country was peaceable. After referring to intimidation m other parts, he admitted that circumstances might conceivably arise compelling the enforcement of the Crimes Act, or an eppeal to the Legislature for special additional powers. Lord MacDonnell stated that person-' ally he had been inclined to give short *ft to the> agitation. Ho hoped that land purchase would be completed m ten or fifteen years. The House of Lords agreed to the Address-in-Reply.
