A GOVERNOR AND COURT IN CONFLICT.

NEW YORK, July 29. A settlement has been reached in the conflict which has been proceeding between the Governor of North Carolina and the Federal Circuit Court, which-was cabled on the 25th inst. The railway implicated has agreed to tho Governor's proposal of a 2i cents' rate-law, to operate as from Bth August. A proviso is also being made that the highest courts in the land shall, speedily adjudicate iv the existing cases. [The message of the 25th read as follows: The Governor of North Carolina refuses to obey the ruling of the Federal Circuit. Court declaring the States law on railway rates unconstitutional, and will reject all compromises until the railway company complies with the law. A serious conflict between the State and Federal-authorities is feared, involving even the use of Federal troops to enforce the Court's orders. The Press widely condemns the Governor's action.]
