GERMAN ARMY BILL.
Berlin, May 9. The Kaiser, addressing the troops at a review in Berlin, said he was surprised the German Army Bill had been rejected. He had expected that more patriotism would have been shown by the members. If the new Reichstag rejected the Bill he was prepared to enforce its passage, as he was convinced of its necessity.
EUROPE,
The Bishop of Metz and the catholics of Lorraine hope that the Pope will soon cease to be a Vatican prisoner. rlhe Kaiser has admonished them, as their opinions are unjust to Italy, and he has forbidden the clergy to interfere in politics.
DISARMAMENT.
Rome, May 9. The Austrian, Belg'ari, and Spanish Governments, yielding to the encyclical letter issued by the Pope, have consented to discuss the question of disarmament.
GERMANY.
St. Petersbtjbg, May 9. Russian diplomatists fear that Germany will seek to divert her home troubles by means of foreign war.
