Sept. 5th 1866 Napier My dear McLean Since writing you this morning I have referred to the "Deputy Superintendents Act" - and find that clause 15 and 16 "Constitution Act is therein especially excepted, so that no one but yourself can legally give notice of a meeting of the Provincial Council - I have sent the proclamation for you to sign and return to this office to prevent any illegality in this matter, and it will appear in the Gazette here on the 7th inst. - the same day that you will sign it - Ormond told me that you concurred in wishing the council called for the day named the 25th so by adapting this course it can be done according to - I wish you success with the annexation business, and a safe return by the 23rd inst.
