I have the honor to inform you that I have, in accordance with the Act therefor provided, audited, and found correct, the yearly accounts of your Borough. There is an amount of £119 (interest and sinking fund towards £700 of debentures, due in ten years) which I cannot see any trace of being laid aside for the purpose specified. I would suggest that this amount be invested at, say, 8 per cent., or more, thus leaving a surplus of i percent., or more, after paying the 7J per cent, which you are now doing.
