Your Excellency, In accordance with the terms of Article 12 of the Treaty of Peace with Finland, I am instructed, at the instance of His Majesty's Government in New Zealand, to communicate to Your Excellency for the information of the Finnish Government the desire of His Majesty's Government in New Zealand to keep in force or revive the following pre-war bilateral treaty and agreements : 1. Treaty for the extradition of criminals. Signed at London, 30 May 1924. 2. Agreement and note regarding reciprocal recognition of tonnage measurement certificates of British and Finnish ships. Signed at Helsingfors, 21 June 1924. 3. Convention regarding legal proceedings in civil and commercial matters. Signed at London, 11 August 1933. 2. Your Excellency will recall that the New Zealand instrument of ratification of the Peace Treaty with Finland was deposited in Moscow on 31 December 1947, which was, therefore, the date on which the Treaty came into force in respect of New Zealand. His Majesty's Government in New Zealand interpret Article 12 of the Peace Treaty as permitting notification of the desire to revive pre-war bilateral agreements within six months of this date. Your Excellency, At the instance of His Majesty's Government in New Zealand I have the honour to invite a reference to Article 10 of the Treaty of Peace and to notify the Hungarian Government that His Majesty's Government in New Zealand, whose instrument of ratification was deposited in Moscow on 31 December 1947, desire to keep in force or revive the following pre-war bilateral treaties and agreements : 1. Treaty for the mutual surrender of fugitive criminals. Signed at Vienna, 3 December 1873. 2. Declaration amending Article XI of the treaty of 3 December 1873 for the mutual surrender of fugitive criminals. Signed at London, 26 June 1901. 3. Exchange of notes 1927. Extension to certain Mandated Territories of Extradition Treaty 1873. 4. Convention and note regarding legal proceedings in civil and commercial matters. Signed at Budapest, 25 September 1935. 5. Extradition treaty (supplementary to treaty of 3 December 1873). Signed at Budapest, 18 September 1936. 2. It is further desired to keep in force or revive the following bilateral agreements in respect of Western Samoa: — 1. Treaty for the mutual surrender of fugitive criminals. Your Excellency, With reference to my Note No. 434/14/48 of 13 March*, I have the honour, at the instance of His Majesty's Government in New Zealand, to inform Your Excellency of the desire of the said Government to revive the following pre-war bilateral treaties and agreements with Italy in respect of New Zealand, in accordance with the terms of Article 44 of the Treaty of Peace with Italy : 1. Treaty for the mutual surrender of fugitive criminals. Signed at Rome, 5 February 1873. 2. Declaration rectifying error in Extradition Treaty. Signed 7 May 1873. 3. Declaration relating to the estates of deceased seamen. Signed at London, 17 April 1877. 4. Agreement for the mutual relief of distressed seamen. Signed at London, 8 June 1880. 5. Convention as to war graves. Signed at Rome, 11 May 1922. 6. Exchange of notes concerning the reciprocal recognition of passenger ships' certificates and emigrant ship regulations. Signed at Rome, 25 January 1929. 7. Convention regarding legal proceedings in civil and commercial matters. Signed at London, 17 December 1930. 8. No. 4 His Majesty's Legation at Bucharest to the Roumanian Minister for Foreign Affairs His Majesty's Legation presents its compliments to the Ministry for Foreign Affairs and, at the instance of His Majesty's Government in New Zealand and under instructions from His Majesty's Principal Secretary of State for Foreign Affairs, has the honour to refer to Article 10 of the Treaty of Peace signed at Paris on 10 February 1947 between R.oumania and the Allied and Associated Powers, and to notify the Roumanian Government that the New Zealand Government desires to keep in force or revive the following pre-war bilateral treaties : 1. Treaty for the mutual surrender of fugitive criminals and protocol. Signed at Bucharest, 21 March 1893. 2. Protocol explanatory of Section 21 of Article II of Extradition Treaty of 21 March 1893.
