Extracts from the Journals of the House of Representatives. Friday, the 28tii Day or July, 1939. Ordered " That a Select Committee be appointed, consisting of ten members, to consider all petitions from M to Z that mav be referred to it; to classify and prepare abstracts of such petitions in such form and manner as shall appear to it best, suited to convey to this House all requisite information respecting their contents, and to report the same from time to time to this House, and to have power to report its opinions and observations thereon to this House : the Committee to consist of Mr. Goosman, Mr. Gordon, Mr. Kidd, Mr. Lyon, Mr. Macfarlane, Mr. Neilson, the Rev. Mr. Nordmeyer, Mr. Osborne, Mrs. Stewart, and the Mover."—(Hon. Mr. Simple.) Thursday, the 3rd Day of August, 1939. Ordered, " That all petitions not finally dealt with during the session of 1938 be again referred to the same Committees as they were referred to during the said session."—(Hon. Mr. Fraser.) REPORTS.

No. 93/1938. —Petition of J. McCormick, and 58 Others, Poukawa. Praying for assistance in connection with the damage done to their properties by the excessive flow of water from Te Aute Lake. I am directed to report that the Committee recommends that the petition be referred to the Government for investigation as to so much of the petition as relates to flood damage, and the Committee is also of the opinion that the petitioner, Mr. J. McCormick, is entitled to compensation. 16th August, 1939.

No. 83/1938. —Petition of F. Malone, Puha, Gisborne. Praying for inquiry into the circumstances surrounding the alleged wrongful arrest and conviction of his son. I am directed to report that the Committee has no recommendation to make. 16th August, 1939.

No. 117/1938. —Petition of Ella E. A. Olliver, Christchurch. Praying that she be granted a compassionate allowance on account of the death of her husband, allegedly caused during the performance of his duties as a Radio Inspector. I have the honour to report that the member in charge of the petition having expressed a desire to withdraw same, the Committee recommends that he be allowed to do so. 16th August, 1939.

No. 3.—Petition of Mary Pilling, Auckland. Praying for the enactment of legislation enabling certain Court proceedings to be reopened, and for other relief. I am directed to report that the Committee has no recommendation to make. 16th August, 1939. A. G. Osborne, for Chairman.

No. 10.- —Petition of P. McGregor, 1001 Southland Road, Hastings. Praying for compensation in respect of a motor accident sustained by his daughter. I am directed to report that, in the opinion of the Committee, the petition should be referred to the Government for favourable consideration. 23rd August, 1939.

No. 29. —Petition of Williasiina M. Rowe, Cromwell. Praying for compensation in respect of the loss by fire of Reserve Bank of New Zealand notes to the value of £20. I am directed to report that, in the opinion of the Committee, the petition should be referred to the Government for most favourable consideration. 23rd August, 1939.

No. 25.—Petition of J. R. Taylor. Praying for compensation on account of alleged miscarriage of justice, and that his name be removed from the prison records. I am directed to report that the Committee has no recommendation to make. 23rd August, 1939.

No. 35. —Petition of Rev. Dean J. J. O'Donnell, and 87 Others, Ashburton. Praying for an inquiry into the circumstances surrounding the realization of the farm of Patrick Small. I am directed to report that the Committee recommends that the petition be referred to the Government for favourable consideration, and, in the opinion of the Committee, the State Advances Corporation should be asked to investigate the position. The Committee further recommends that a pooling system should be adopted in order to deal with similar cases as that referred to in the petition. 31st August, 1939.

No. 16.—Petition of Otahuhu Borough Council, Otahuhu. Praying for amendment of the Valuation of Land Act, 1925. I am directed to report that the Committee recommends that, so far as the petition refers to the Borough of Otahuhu, the petition be referred to the Government for consideration and inquiry with a view to giving relief. 31st August, 1939.

No. 63/1938. —Petition of E. E. Vaile, 151 Mountain Road, Auckland. Praying that effect be given to previous reports and recommendations regarding the construction of a railway between Rotorua and Taupo. I am directed to report that the Committee has no recommendation to make. 31st August, 1939.

No. 88/1938. —Petition of C. A. Whitney, and 88 Others, 133 Victoria Avenue, Remuera. Praying that effect be given to previous reports and recommendations regarding the construction of a railway between Rotorua and Taupo. Praying that he be furnished with certain reports covering the accounts of the Cook Islands Administration during the period he held the position of Resident Commissioner. No. 300/1932-33. —Petition of Sir Cyril R. J. Ward, Bart., and Others, Christchurch. Praying for a refund of portion of death duties assessed and paid in respect of the estate of the late Sir Joseph Ward, Bart. I am directed to report that the petitioners having expressed a desire to withdraw same, the Committee recommends that they be allowed to do so. 20th September, 1939.

No. 31. Petition of Aubrey Gaulter and Co., and 2,069 Others, Wellington. Praying that certain premises be not brought under the Fair Rents Act, 1936. 1 am directed to report that the Committee recommends the petition be referred to the Statutes Revision Committee, to which has been referred the Fair Rents Amendment Bill. 27th September, 1939.

Praying for an inquiry into the penal system of New Zealand. 1 am directed, to report that the Committee has considered this petition and recommends that it be referred to the Government for favourable consideration. The Committee also recommends that a parliamentary Committee be set up to investigate the whole penal system in New Zealand. 27th September, 1939.

No. 138/1937. —Petition of 1). M. Martin, and 13 Others, Wellington. Praying that a Commission of Inquiry be set up to investigate the operation of the Prison and Borstal systems. I am directed to report that the Committee has considered this petition and recommends that it be referred to the Government for favourable consideration. The Committee also recommends that a parliamentary Committee be set up to investigate the whole penal system in New Zealand. 27th September, 1939.

No. 5/1938—Petition of Doris M. Mirams, and 14 Others, 25 Beverley Road, Timaru. Praying for inquiry into the penal system of New Zealand. I am directed to report that the Committee has considered this petition and recommends that it be referred to the Government for favourable consideration. The Committee also recommends that a parliamentary Committee be set up to investigate the whole penal system in New Zealand. 27th September, 1939.

No. 45. —Petition of Victoria A. Morris, Wellington. Praying for amendment of the Deaths by Accidents Compensation Act, 1908, enabling her to proceed with a claim for compensation in respect of the death of her husband. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for most favourable consideration. 27th September, 1939.

No. 23.—Petition of F. Sampson, Invercargill. Peaying that a general inquiry be held into the Borstal system of New Zealand; and that the right of appeal be granted in the event of a person's name being removed from the list of Official Visitors to Borstal institutions. I am directed to report that the Committee has considered this petition and, as to the part thereof praying for an inquiry into the Borstal system in New Zealand, rccommends favourable consideration; and also recommends that a parliamentary Committee be set up to investigate the whole penal system in New Zealand. The Committee has no recommendation to make in respect of the latter part of the prayer of the petition. 27th September, 1939.

The Committee has no recommendation to make in respect of the latter part of the prayer of the petition. 27th September, 1939.

No. 90/1938. —Petition of H. Schmidt, and 23 Others, 268 Queen Street, Auckland. Praying for amendment of the Fair Rents Act, 1936, to provide for the extension of its provisions to include business premises. I am directed to report that the Committee recommends that the petition be referred to the Statutes Revision Committee, to which has been referred the Fair Rents Amendment Bill. 27th September, 1939.

No. 130/1937. —Petition of J. Treloar, and 19 Others, Hamilton. Praying that a Committee be set up to inquire into the Prison and Borstal systems. I am directed to report that the Committee has considered this petition and recommends that it be referred to the Government for favourable consideration. The Committee also recommends that a parliamentary Committee be set up to investigate the whole penal system in New Zealand. 27th September, 1939.

No. 69. —Petition of R. W. MaoMillan, 27 Tamar Street, Oamaru. Praying for compensation in respect of injuries allegedly sustained while employed by the Public Works Department. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for most favourable consideration. 4th October, 1939.

No. 63.' —Petition of F. F. Park, 222 Springfield Road, St. Albans, Christchurch. Praying for compensation for loss allegedly sustained owing to the operation of the Transport Licensing Act and its amendments. I am directed to report that in the opinion of the Committee the petition should be referred to the Government for favourable consideration. 4th October, 1939.

No. 64.—Petition of 6. B. Simpson, and 510 Others, Turanga-o-Moana. Praying that licensed premises be not established at Matamata. I am directed to report that the member in charge of the petition having expressed a desire to withdraw same, the Committee recommends that he be allowed to do so. 4th October, 1939. A. H. I have the honour to report that at its final meeting the Public Petitions M to Z Committee passed the following resolution : " That this Committee desires to record its appreciation of the care and ability with which the Chairman, Rev. Mr. Nordmeyer, has conducted the business of the Committee during the session ; and it also desires that this resolution shall be recorded on the minutes of the Committee and be reported to the House." sth October, 1939.
