FRIENDLY SOCIETIES AND TRADE-UNIONS SIXTY-SECOND ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDED 31st DECEMBER, 1938.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Section 9, and the Trade-unions Act, 1908, Section 16.

REPORT.

PAET I.—FRIENDLY SOCIETIES. General. In a previous report mention was made of the provision for public auditors under the Act, and it is again urged upon societies that the services of such auditors be utilized. In Appendix Ato this report will be found a list of public auditors approved by the Governor-General. Accurate accounting is an essential factor in the good government of all organizations, and. societies generally would assuredly be serving their best interests by taking advantage of the services of professional or trained men as treasurers and auditors. During the year a case unique in New Zealand friendly society history occurred when a society successfully took Court action against a (lay) auditor for monetary loss to the society when he had certified the accounts as iti order. 11l this regard it is of interest to read the observations of Registrars in other parts of the Empire : — Great Britain. —" Many unsatisfactory replies have been received to inquiries made by the Department in recent years as to the manner in which investments, bank balances, and cash balances have been verified by auditors . . . " Every effort is made to induce societies to employ competent auditors, and it must be clearly understood that if persons who are incompetent (and they are generally remunerated) undertake duties which they are unable to perform, they will be prosecuted as the Acts require."

New South Wales. —" There is indeed little to be said in favour of employing any but professional auditors to audit the books of a society ..." " In previous reports this Registry has emphasized the advantage to societies of using the services of approved auditors wherever possible ..." " There is no doubt that a most pronounced improvement in the standard of branch auditing has become evident in those societies in which approved auditors are appointed . . . " Queensland. —" There still remains room for improvement in connection with the auditing of the accounts of some of the societies, and more careful supervision by trustees of the funds in their care." Legislation. In the 1936 report mention was made of legislative extension to December, 1936, of the provisions regarding the rate of interest on certain properties held by societies. By section 40 of the Finance Act, 1938, the period was finally extended to 31st December, 1938. Registrations. There were registered during the past year eight new branches, as follows—M.U.l.O.O.F. : Loyal Frankton Junction Lodge, Loyal Tauwhare Lodge, Loyal Kirikiriroa Lodge, and Loyal Mokai Lodge (Auckland District). 1.0.0. F. : Progress Lodge, and Arohanui Rebekah Lodge. A.O.F. : Court Otorohanga , (Auckland District). 1.0. R. : Parahaki Tent (New Zealand District). There were registered also two isolated friendly societies —South Westland Medical Association, and Blackball Amalgamated Medical Association. The following registrations were cancelled by request —A.O.F. : Court Pride of Edendale (United Otago District). H.A.C.B.S. : St. Therese of the Little Flower's Branch (Ngaruawahia), and Sacred Heart Branch (Eketahuna) (New Zealand District). The following change of name was approved—l.O.R.: " J. Gt. Carr Memorial Tent " to " Remuera Tent " (New Zealand District). The position of the Orders in respect of registrations is shown by the following summary as at the beginning and end of 1938.

Rules. The rules of thirty-six societies and branches were amended during 1938 : — Complete Amendments of Rules registered. * The word " lodge " when applied to all societies is to be understood as embracing the synonymous terms "court" "tent," &c, as used in tho various orders.

The total funds of the societies and branches as at the 31st December, 1938, amounted to £5,280,472, made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £4,867,291 ; Medical and Management Funds, goods, &c, £413,181. Dividing the total funds by the number of members at the end of the year it is found the average capital per member is now £46 Bs. 9d. Taking the several years 1929-38, the number of lodges whose returns were tabulated, the number of members, total funds, and average capital per member at the end of each year were as under :—

These sums are, of course, held against the societies' liabilities under their sickness and funeral insurances, and the actuarial reports issued from time to time indicate how far they are sufficient or otherwise. The above figures include the latest statistics received from lodges. The following statement shows the disposal of the total funds (including those of the central bodies) as at the 31st December, 1938 : —

The next table shows the number of members of friendly societies, the amount of their accumulated capital, and the average capital per member in each of the Australian States according to the latest received statistics and in the Dominion of New Zealand as at the 31st December, 1937, arranged in order of membership : —

Sickness. The number of members sick during 1938 was 28,682, equal to 26-9 per 100 members at risk. The sickness experienced during 1938 was 304,773 weeks, equal to 10 weeks 4 days per sick member, and 2 weeks 5 days for each member at risk.

Mortality. A statement of the average mortality experienced during the years 1934-38 is given below, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1938 amounted to £208,543. Divided by the mean number of members, the average for 1938 was £1 16s. 10d., as against £1 17s. sd. for 1.937. The interest and rent received by the lodges and central bodies amounted to £190,580 in 1938, equal to £1 13s. Bd. per member, as against £1 12s. 2d. for 1937. The amount of sickness benefit paid was £187,911 in 1938, equal to £6 11s. od. per member sick, and £1 13s. 2d. per member, as against £7 11s. 7d. and £1 10s. 2d. respectively for 1937. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 12s. 4d. in 1938, as against 12s. for 1937. The funeral benefit paid amounted to £52,778 in 1938, equal to 9s. 4d. per member, as compared with Bs. 10d. for 1937. The total worth of the Sick and Funeral Funds at the beginning of 1938 was £4,245,472, and at the end of the year £4,396,280. The balance of gain for the year was £150,808, or £1 6s. 7d. per member, in 1938, as compared with £129,351, or £1 3s. sd. in 1937. Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1938 amounted to £190,580, the average rate being £4 10s. 2d. per cent., as against £4 6s. lid. in 1937.

Valuations. During the year ended 31st December, 1938, actuarial investigations of the benefit funds of nine societies embracing 40,288 members were made, and appropriate reports prepared for presentation to the bodies concerned. The outstanding features disclosed by the experiences of these societies for the periods elapsed since the previous valuations were increased sickness and decreased interest earnings. The general increase in sickness appears to be a continuation of a movement which lias been in evidence for many years. It is not peculiar to friendly societies in New Zealand, the same feature being in evidence in sickness experiences examined in other countries.

Lower interest yields on the accumulated funds were inevitable as the societies were affected, in common with other institutions accumulating funds, by interest-reduction legislation enacted during the depression years. The bases adopted for the valuation were, in general, the New Zealand friendly societies' experience at 4 per cent, interest. Suitable modifications of this standard were adopted where examination of the experience disclosed definite and apparently permanent departures from the standard. The financial results disclosed by the valuations are given in detail in Appendix B. In the following table they are summarized briefly and compared with the results of the preceding valuations :—

It will be observed tliat, alter allowing for such portion of the previous surplus as was appropriated for the benefit of members, the valuations revealed substantial improvement in the financial position of each society. These results are particularly gratifying, especially in view of the two adverse features noted above. PART lI.—TRADE-UNIONS. The registrations of twelve trade-unions were cancelled during the year—viz., New Zealand Federated Boot Trade Union ; Southland Trades and Labour Union ; New Zealand Boot-manufacturers' Association ; New Zealand Locomotive Engineers, Firemen, and Gleaners' Association ; The Timaru Waterside Workers' Union; The Auckland Stock and Station Agents Clerical Workers' Guild; The Canterbury Stock and Station Agents Grain and Seed Merchants Clerical and Allied Employees' Union ; The New Zealand Workers' (in Employers' Organisations) Trade Union ; The Canterbury Associated Retailers' Union of Office Employees ; The Hawke's Bay Clerical Workers (Employed by Retail Traders) Trade Union of Workers; The Nelson Stock and Station Agents Clerical Employees' Trade Union; the Auckland Sugar Manufacturing Industry Technical and Engineering Staff and Office Employees' Trade Union. The following change of name was approved : " Hawke's Bay Public Accountants' and Sharebrokers' Employees' Guild " to " Hawke's Bay and Wairarapa Public Accountants' and Sharebrokers' Employees' Guild." One partial amendment of rules was registered : Hawke's Bay and Wairarapa Public Accountants' and Sharebrokers' Employees' Guild. There were eight unions on the register at the end of the year.
